Deputy Prime Minister Tran Hong Ha: The highest priority is to ensure the safety of people's lives.

On the afternoon of October 29, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Civil Defense Steering Committee, chaired a meeting with Da Nang City on response to rain and floods in the area.

At the meeting, Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Da Nang City, said that prolonged heavy rains caused serious landslides in many mountainous areas, damaged traffic routes, isolated many residential areas, and forced dozens of households to urgently evacuate people and property.

Due to heavy rain, a number of communes and wards in the city were flooded. The number of flooded households was 66,813; 10 communes and wards were completely isolated and 29 communes and wards were severely flooded.

By the morning of October 29, communes and wards had evacuated 4,835 households/15,886 people from deep flooded and dangerous landslide areas. The evacuation was carried out promptly and safely by the locality, ensuring temporary accommodation and providing essential necessities for the people.

According to Mr. Tran Nam Hung, Da Nang identified this as a key task, demonstrating a proactive and thoughtful spirit in responding and adapting to natural disasters, ensuring absolute safety for people and property.

Currently, Da Nang City has developed a specific evacuation plan for each level, flexibly adjusted according to the actual situation, linked to each area and shelter that has been prepared, to ensure the highest safety for people in all situations.

Regarding the coordination of response forces, the total mobilized rescue force currently includes 6,185 people with 19 vehicles.

A representative of the Military Region 5 Command said that in recent days, the armed forces of the Military Region have closely coordinated with units of the Ministry of National Defense and localities in the region, especially Da Nang City and Quang Ngai Province, to synchronously deploy disaster response plans according to plan, ensuring timeliness and effectiveness.

According to statistics, the total number of supporting forces in the two localities is 7,829 people, including 1,176 officers and soldiers of the regular army; 54 officers and soldiers of the border guards; 1,154 militia and self-defense forces and 5,149 other forces.

Regarding vehicles, the Military Region mobilized 73 cars, 8 specialized vehicles, 30 canoes and boats of various types, along with 2 UAV and Flycam devices supported by Viettel Group.

In addition, the Special Forces Command has added 11 boats and 30 crew members to directly support Da Nang, serving the rescue and relief work in isolated areas. UAVs and Flycam devices have also been deployed to record images, monitor the situation and can drop necessities to isolated areas that are not accessible by road.

The representative of Military Region 5 affirmed that all forces and vehicles of the military region are always ready to mobilize, closely coordinating with local authorities, contributing to ensuring the safety of people's lives and property in complicated storm situations.

At the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the highest priority now is to ensure absolute safety for people's lives. Localities must absolutely not be subjective or negligent, but must proactively take all response plans, especially in areas at risk of deep flooding and landslides. At the same time, it is necessary to promptly ensure food, foodstuffs, and essential necessities so that people do not go hungry or are isolated when heavy rains continue.

The Deputy Prime Minister requested Da Nang City and relevant units to mobilize the entire political system, be ready to respond to all natural disaster situations, and implement the "four on-the-spot" motto in a practical, flexible and effective manner, to minimize damage and protect the peaceful life of the people.

In the long term, the Deputy Prime Minister said that it is necessary to change the mindset of responding to natural disasters when nature is changing, in a proactive and adaptive direction. Every year, always maintain response forces and means, but need to ensure effective implementation, not passive. Build infrastructure capacity strong enough to withstand natural disasters, at the same time calculate so that even if there are floods, people's lives will remain normal, not disrupted.

After the meeting, the Deputy Prime Minister and his delegation visited and presented gifts to people suffering from floods in Dien Ban Dong ward and inspected the coastal erosion situation in Hoi An Tay ward.

Deputy Prime Minister Tran Hong Ha acknowledged the proactive spirit, solidarity and awareness of natural disaster prevention of the local government and people. At the same time, he kindly asked about the living situation, shared difficulties, and encouraged people to try to overcome the damage and soon stabilize their lives after the flood.
