On the evening of October 29, Prime Minister Pham Minh Chinh chaired a Government meeting on the implementation of resolutions of the Central Committee and the National Assembly on the arrangement of administrative units at district and commune levels and the organization of two-level local governments.

Opinions at the evaluation meeting stated that after nearly 4 months of implementation, the operation of the 2-level local government model has gradually become routine, bringing about efficiency, especially promoting the implementation of online procedures and reducing intermediaries. To date, more than 83% of administrative procedures are processed online at the local level.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and achievements of ministries, branches and localities. Along with that, the Prime Minister also pointed out a number of shortcomings and limitations that need to be urgently overcome.

In the coming time, the Prime Minister requested localities to flexibly adjust human resources to suit each ward, commune and field based on the volume and nature of work; build job positions suitable for each specific locality; and increase the secondment of competent cadres to the grassroots level.

Ministries and sectors continue to improve institutions and policies, urgently review, amend and supplement overlapping legal regulations that are not suitable for the 2-level model; continue to report weekly on cutting and simplifying administrative procedures; promote completion and connection of data. The Ministry of Education and Training and the Ministry of Health urgently review and implement the reduction of paper records with components that already have electronic data. The Ministry of Home Affairs urgently coordinates with the Ministry of Justice to complete the assessment of the feasibility in implementing the tasks of decentralization, delegation of power, and assignment of authority in management to report to competent authorities.

The Prime Minister assigned the Ministry of Science and Technology to continue perfecting the information technology infrastructure system; ensuring connection, interconnection, and data sharing between document management software, public services, national databases, and administrative procedure settlement. The Ministry of Finance shall preside over the continued review and allocation of funds to complete headquarters, equipment, and working facilities; ensuring policies and regimes for officials and civil servants. The Ministry of Construction shall preside over and coordinate with localities to re-plan headquarters. EVN, VNPT, and Viettel corporations shall promptly complete and review weekly progress in eliminating power and telecommunications signal gaps.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to review the progress of completing assigned tasks and report weekly on Wednesdays; ministries and branches to strengthen inspection, supervision and support localities, and strictly handle the situation of pushing, avoiding and delaying tasks in performing tasks.
