Regulations on organization and operation of the National Steering Committee on financial inclusion

VTV.vn - Members of the Steering Committee are responsible for representing their ministries and branches in participating in the activities of the Steering Committee and performing tasks assigned by the Head of the Steering Committee.

Prime Minister Pham Minh Chinh - Head of the National Steering Committee on Financial Inclusion has just signed Decision No. 162/QD-BCDQGTCTD dated October 29, 2025 promulgating the Regulation on organization and operation of this Steering Committee.

The National Steering Committee on Financial Inclusion (Steering Committee) is an inter-sectoral coordination organization assisting the Prime Minister in directing and coordinating activities among ministries, branches, agencies and localities on financial inclusion, implementing the National Financial Inclusion Strategy.

According to the Decision, the Steering Committee has the following tasks and powers:

Assist the Prime Minister in directing the development of strategies, policies, programs, plans, mechanisms, and solutions on comprehensive national finance.

Assist the Prime Minister in directing, coordinating, urging, inspecting comprehensive financial activities and implementing the National Inclusive Financial Strategy.

Assist the Prime Minister in researching, promulgating and implementing policies and strategies on international cooperation, researching and reviewing the implementation of international recommendations on inclusive finance.

Assist the Prime Minister in directing communication work; build and operate the Steering Committee's website located at the standing agency.

Synthesize and report to the Prime Minister on the country's comprehensive financial situation and the results of implementing the National Comprehensive Financial Strategy from time to time and at the request of the Prime Minister.

Perform other tasks assigned by the Prime Minister.

The Prime Minister is the Head of the Steering Committee.

The Deputy Head of the Board is the Governor of the State Bank of Vietnam.

Members include leaders of agencies: Government Office, State Bank of Vietnam, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Education and Training, Ministry of Industry and Trade, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Public Security, Ministry of Home Affairs; Vietnam Television; Voice of Vietnam.

Assisting the Steering Committee is a Standing Working Group established and managed by the Governor of the State Bank of Vietnam. Its members include representatives of ministries, branches and agencies with members participating in the Steering Committee.

The Head of the Steering Committee is responsible for all activities of the Steering Committee within the assigned scope, tasks and powers; promulgates, amends and supplements the Regulations on organization and operation, programs and work plans of the Steering Committee; assigns tasks to the Deputy Head of the Steering Committee and members of the Steering Committee; and manages the general activities of the Steering Committee.

Decide to convene and chair meetings of the Steering Committee; organize and chair seminars and discussions to consult with experts, scientists, organizations and relevant individuals; mobilize and mobilize experts to serve the activities of the Steering Committee.

Direct and coordinate the activities of the Steering Committee with ministries, branches and localities in implementing, inspecting and urging assigned tasks related to comprehensive finance; authorize the Deputy Head of the Steering Committee to handle work under the authority of the Head of the Committee when necessary.

The Deputy Head of the Steering Committee is responsible for assisting the Head of the Steering Committee in developing programs and work plans, implementing the tasks and powers of the Steering Committee; and managing the Steering Committee's website. Responsible to the Head of the Steering Committee for assigned tasks.

Assist the Head of the Steering Committee in coordinating the members of the Steering Committee in implementing the tasks of the Steering Committee. Urge the implementation and summarize reports on the activities of the Steering Committee. On behalf of the Head of the Steering Committee, convene and chair meetings of the Steering Committee when authorized. Be the focal point for coordinating work between the Steering Committee and relevant agencies and organizations in implementing the tasks of the Steering Committee.

Issue decisions on establishment, regulations on organization, operation and direction of the activities of the Standing Support Team. Perform other tasks assigned by the Head of the Steering Committee.

Members of the Steering Committee are responsible for representing their ministries and branches in participating in the activities of the Steering Committee and performing the tasks assigned by the Head of the Steering Committee. Attend all meetings of the Steering Committee. In case of absence, they must authorize a person with sufficient authority to attend, report, and fully participate in the meeting; and fully implement the conclusions of the meeting of the Head of the Steering Committee.

Guide, urge, inspect, and report on the implementation of the Steering Committee's tasks related to comprehensive finance within the functions and tasks of the ministry or branch it represents. Perform other tasks assigned by the Head of the Steering Committee.
