
Adjust and supplement some contents on planning network
For existing railway lines: Adjust the scope of 2 lines: Hanoi - Ho Chi Minh City, Hanoi - Lao Cai. Adjust the route to convert the function of the Hanoi - Hai Phong railway line from Hai Phong station to Chua Ve port after completing the investment and putting Vat Cach station into operation.
For new railway lines : Adjust the name, scale, and investment route of the high-speed railway line on the North-South axis; add the Hanoi- Quang Ninh high-speed railway line.
Adjust the scale and investment roadmap of 2 routes: Lao Cai - Hanoi - Hai Phong, Ho Chi Minh City - Loc Ninh; adjust the investment roadmap of 3 routes: Hanoi - Dong Dang, Hai Phong - Ha Long - Mong Cai, Thap Cham - Da Lat.
Adjust the scope and scale of 7 routes: Yen Vien - Pha Lai - Ha Long - Cai Lan, the Eastern belt of Hanoi city, Nam Dinh - Thai Binh - Hai Phong, Vung Ang - Mu Gia, Bien Hoa - Vung Tau, Ho Chi Minh city - Can Tho - Ca Mau, Da Nang - Kon Tum - Gia Lai - Dak Lak - Dak Nong - Binh Phuoc.
Adjust not to include the Thu Thiem - Long Thanh route in the planning and convert it into an urban railway; assign Ho Chi Minh City and Dong Nai province to update the provincial planning and related planning.
Add An Binh - Saigon (Hoa Hung) - Tan Kien railway line.

Adjustments and supplements to the connection of urban areas and major traffic hubs
Hanoi Railway Terminal
- Adjust the national railway through Hanoi to follow the following routes/sections: Thach Loi - Kim Son section, double track, 1435 mm gauge and single track, 1000 mm gauge on the Lao Cai - Hanoi - Hai Phong route; the Eastern beltway connecting Kim Son - Ngoc Hoi, double track, 1435 mm gauge and single track, 1000 mm gauge; the Western beltway connecting Ngoc Hoi - Thach Loi, double track, 1435 mm gauge.
- Adjusting passenger terminal stations connecting the national railway and urban railway, including: Ngoc Hoi, Yen Vien, Gia Lam (urban railway station combined with national railway station, gauge 1435 mm; gauge 1000 mm of Hanoi - Hai Phong route); adding freight terminal stations, including: Thuong Tin (new), Yen Thuong.
- Add 1 railway industrial complex, area of about 250 hectares in Chuyen My commune and Ung Hoa commune, Hanoi city.
Ho Chi Minh City Railway Headquarters
- Adjust An Binh station as the end point of the existing Hanoi - Ho Chi Minh City railway line and the starting point of the Bien Hoa - Vung Tau railway line; supplement the planning of the An Binh - Saigon (Hoa Hung) - Tan Kien section as a national railway, double track, 1435 mm gauge; connect the railway of the Ho Chi Minh City hub area with the high-speed railway on the North - South axis via the Trang Bom - Cam My route.
- Adjust the passenger terminal stations to be: Thu Thiem, An Binh, Tan Kien.
Da Nang City Regional Railway adds a roadmap to relocate Da Nang station to be implemented before 2030.
Adjusting the railway connection orientation with two seaports Nghi Son (Thanh Hoa), Hiep Phuoc (Ho Chi Minh City), Tan Son Nhat International Airport (Ho Chi Minh City), Long Thanh International Airport (Dong Nai), Hanoi's second international airport, Gia Binh International Airport, Van Lam dry port (Hung Yen), Gia Binh (Bac Ninh).
Amending some contents in Decision No. 1769/QD-TTg dated October 19, 2021 of the Prime Minister in Appendix III attached to this Decision.
Other contents remain the same as Decision No. 1769/QD-TTg dated October 19, 2021 of the Prime Minister approving the Railway Network Planning for the 2021 - 2030 period, with a vision to 2050.
