
Inevitable trend
With the strong development of the 4th Industrial Revolution, the semiconductor industry is considered the "new oil" of the 21st century, becoming the "heart" of the economy , playing an important nuclear role for core technologies such as artificial intelligence, the Internet of Things or cloud computing.
Vietnam is becoming an attractive destination for investors in the semiconductor industry, with the market forecast to exceed 8 billion USD by 2030. The Government also recognized this importance early on when it issued Decision 1018, approving the Semiconductor Industry Development Strategy to 2030, with a vision to 2050, setting a revenue target of more than 25 billion USD/year, with the semiconductor industry's workforce reaching more than 50,000 engineers and bachelors to meet development needs.
Hai Phong, with its position as an economic locomotive, has the most developed industrial infrastructure, seaports, logistics and high technology in the country, the city has all the qualities to become the center of electronics and semiconductor human resources in the region.

Deputy Director of the Department of Science and Technology Nguyen Huy Thang said Hai Phong is a leading locality in attracting investment, building ecosystems and developing human resources for the semiconductor industry.
With impressive GRDP growth rate, strong ability to attract FDI, planning high-tech, environmentally friendly industrial parks such as DEEP C and the establishment of new industrial clusters focusing on electronics and high technology are the right steps.
However, to truly become a center of high-quality human resources, the city needs to overcome many challenges in terms of mechanisms, training links and the quality of existing human resources.
According to comrade Le Trung Kien, member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board, currently, many large FDI projects in the city are like "oases", not creating highly competitive industrial clusters. Local enterprises mainly participate in processing and assembly stages with low added value.
Hai Phong has attracted factories, but has not attracted research and development (R&D) centers. Technology transfer has mostly stopped at the operational level, without the spread of source technology and core technology, making the city's industry dependent on the outside.
In particular, the supply of high-quality human resources has not yet met the demand, which is one of the biggest challenges. The shortage of engineers and highly skilled experts, especially in new technology fields, reduces the attractiveness of the investment environment and hinders the development of future industries.

Currently, schools such as Hai Phong University and Vietnam Maritime University are in the process of building new training programs but still lack lecturers with practical experience in microchip design and semiconductor manufacturing...
Training human resources to meet practical needs
In the global competition for semiconductor human resources, talent is a valuable asset. Mr. Luu Hue Tien, Chairman of Sun Edu International Education Joint Stock Company, commented: Hai Phong needs outstanding policies to become a "promised land" for experts. Accordingly, it is necessary to innovate education and training, build "tailor-made" training programs according to the needs of businesses; invest in modern laboratories and practice centers; and popularize STEM education from high school level.
On the other hand, there are breakthrough policies to attract and retain talents with special incentive packages, creating an international-class living and working environment. Strengthen international cooperation, establish research institutes, develop R&D; proactively seek training cooperation with leading countries, enhance the role of businesses in coordinating on-site training...

At the 30th session of the 16th City People's Council taking place on October 26, the City People's Council will consider a resolution regulating policies for human resource development in the fields of semiconductor chips and artificial intelligence; regulating conditions, contents, levels, procedures and order for non-refundable support from the city budget for organizations and individuals carrying out scientific and technological activities, innovation, and creative startups in the city; considering and approving the Project to establish the Hai Phong City Venture Investment Fund and the mechanism for organizing activities, responsibilities for inspection, supervision, and reporting on implementation results.
The meeting also reviewed and commented on regulations on procedures for land recovery for industrial park projects, high-tech parks, and concentrated information technology parks with an area of over 100 hectares; industrial clusters, investment projects in economic zones, and logistics centers with an area of over 50 hectares; logistics services with an area of up to 50 hectares; investment projects in free trade zones, etc.
Along with Resolution 226/2025/QH15 on special mechanisms for Hai Phong, the contents approved at the upcoming People's Council session will open up great opportunities to specify policies to attract special talents, including preferential policies on income, bonuses, housing, creative environment and international cooperation opportunities. Along with that, priority will be given to high-tech industrial park infrastructure to create an attractive working ecosystem for engineers and experts, creating close links between the "3 houses" (State, schools and businesses)...
With the city's determination, the support of businesses and the education system, Hai Phong is proactively taking the lead, soon realizing the goal of becoming a center of high-quality human resources in Vietnam in the electronics, semiconductor, and artificial intelligence industries, contributing to bringing the country forward in the digital age.
