Building Hai Phong into a center of high-quality human resources in the semiconductor industry

Identifying human resources as the 'key' to seizing opportunities in the technology era, Hai Phong is making efforts to build a training ecosystem and attract talent in the electronics and semiconductor industries.

An inevitable trend

With the rapid development of the Fourth Industrial Revolution, the semiconductor industry is considered the "new oil" of the 21st century, becoming the "heart" of the economy and playing a crucial role in core technologies such as artificial intelligence, the Internet of Things, and cloud computing.

Vietnam is becoming an attractive destination for investors in the semiconductor industry, with the market projected to surpass US$8 billion by 2030. The government has also recognized this importance by issuing Decision 1018, approving the Semiconductor Industry Development Strategy to 2030, with a vision to 2050, setting a revenue target of over US$25 billion per year and a workforce of over 50,000 engineers and graduates to meet development needs.

With its position as the economic powerhouse, Hai Phong boasts the most developed industrial infrastructure, seaports, logistics, and high technology in the country, possessing all the qualities to become a regional hub for electronics and semiconductor human resources.

According to Nguyen Huy Thang, Deputy Director of the Department of Science and Technology, Hai Phong is a leading locality in attracting investment, building an ecosystem, and developing human resources for the semiconductor industry.

With impressive GRDP growth rates, strong FDI attraction capabilities, the planning of high-tech, environmentally friendly industrial parks like DEEP C, and the emergence of new industrial clusters focusing on electronics and high technology are the right steps to take.

However, to truly become a center for high-quality human resources, the city needs to overcome many challenges related to mechanisms, training linkages, and the quality of its existing workforce.

According to Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Management Board, many large FDI projects in the city currently stand like "islands," failing to create interconnected industry clusters with high competitiveness. Local businesses mainly participate in processing and assembly stages with low added value.

Hai Phong has attracted factories, but has not yet attracted research and development (R&D) centers. Technology transfer has largely remained at the operational level, lacking the dissemination of core technologies, making the city's industry dependent on external sources.

In particular, the insufficient supply of high-quality human resources is one of the biggest challenges. The shortage of engineers and highly skilled professionals, especially in new technology fields, reduces the attractiveness of the investment environment and hinders the development of future industries.

Currently, universities such as Hai Phong University and Vietnam Maritime University are in the process of developing new training programs but lack lecturers with practical experience in integrated circuit design and semiconductor manufacturing…

Training human resources to meet practical needs.

In the global competition for semiconductor talent, human resources are a valuable asset. Mr. Luu Hue Tien, Chairman of Sun Edu International Education Joint Stock Company, stated that Hai Phong needs outstanding policies to become a "promised land" for experts. Accordingly, it is necessary to innovate education and training, build customized training programs to meet the needs of businesses; invest strategically in modern laboratories and practical training centers; and popularize STEM education from the secondary school level.

On the other hand, there are groundbreaking policies to attract and retain talent with special incentive packages, creating a world-class living and working environment. This includes strengthening international cooperation, establishing research and development (R&D) institutes; proactively seeking training partnerships with leading countries; and enhancing the role of businesses in coordinating on-the-job training…

At the 30th session of the 16th term of the Hai Phong City People's Council, held on October 26th, the City People's Council will consider and approve regulations on policies for developing human resources in the fields of semiconductor microchips and artificial intelligence; regulations on the conditions, content, level, and procedures for non-refundable support from the city budget for organizations and individuals carrying out science and technology activities, innovation, and creative entrepreneurship in the city; and consider approving the Project to establish the Hai Phong City Venture Capital Fund and its organizational mechanism, operational responsibilities, and reporting on implementation results.

The session also considered and commented on regulations regarding the procedures for land acquisition for industrial parks, high-tech parks, and concentrated information technology parks with a scale of over 100 hectares; industrial clusters, investment projects in economic zones, and logistics centers with a scale of over 50 hectares; logistics services with a scale of up to 50 hectares; and investment projects in free trade zones…

Along with Resolution 226/2025/QH15 on special mechanisms for Hai Phong, the contents approved at the upcoming People's Council meeting will open up great opportunities to concretize policies to attract specialized talent, including policies on income, bonuses, housing, a creative environment, and opportunities for international cooperation. In addition, priority will be given to the infrastructure of high-tech industrial parks to create an attractive working ecosystem for engineers and experts, fostering close links between the "three stakeholders" (the State, universities, and businesses)...

With the city's determination, the support of businesses and the education system, Hai Phong is proactively taking the lead and anticipating future trends, soon realizing its goal of becoming a high-quality human resource center in Vietnam for the electronics, semiconductor, and artificial intelligence industries, contributing to the country's progress in the digital age.
