The Ministry of Culture, Sports and Tourism implements the General Secretary's conclusion announcement on science and technology development, innovation and digital transformation.

Deputy Minister of Culture, Sports and Tourism Phan Tam signed Decision No. 3760/QD-BVHTTDL promulgating the Implementation Plan of the Notice of Conclusion of General Secretary To Lam, Head of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation at the Conference to review the implementation of Resolution No. 57-NQ/TW of the Politburo in the third quarter of 2025 and key tasks and solutions at the end of 2025.

The objective of the Plan is to thoroughly grasp and seriously implement the Conclusion of General Secretary To Lam in Notice No. 07-TB/CQTTBCD dated October 15, 2025 of the Standing Agency of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation at the Conference to review the implementation of Resolution No. 57-NQ/TW of the Politburo in the third quarter of 2025 and key tasks and solutions at the end of 2025 and the period of 2026.

Clearly define the responsibilities of the members of the Steering Committee of the Ministry of Culture, Sports and Tourism on science , technology, innovation, digital transformation, administrative reform and Project 06 (abbreviated as Steering Committee 934), the Sub-committees assisting Steering Committee 934 in the fields of science, technology, innovation and digital transformation (abbreviated as KH, CN, DMST and CDS); ensure progress, quality and effectiveness of assigned tasks.

In particular, the task of perfecting institutions and policies on science, technology, innovation and digital transformation requires ensuring the progress of drafting and submitting for promulgation legal documents guiding the implementation of laws and resolutions passed by the National Assembly, ensuring consistency and taking effect at the same time as the law; not allowing the situation of "backlog of legal documents" to occur.

Ensure quality in the role of chairing and coordinating, promptly completing draft laws (amended Press Law, amended Intellectual Property Law) to submit to the National Assembly for consideration and approval at the 10th Session according to the legislative program of the 15th National Assembly.

Develop and submit to competent authorities for promulgation of regulatory documents assigned in Regulation No. 05-QD/BCĐTW, dated August 27, 2025 of the Central Steering Committee on a unified, effective digital interoperability model and data-based governance in the political system.

With the task of promoting digitalization and restructuring processes to serve digital transformation, it is required to focus on completing digital transformation tasks according to Plan No. 02-KH/BCĐTW, Notice No. 06-TB/BCĐTW (information security, network security, data security), Notice No. 44-TB/TGV, dated September 12, 2025 (creating, connecting, sharing data) and Notice No. 46-TB/TGV, dated September 30, 2025 (interconnected digital transformation in the political system), ensuring efficiency and on schedule.

Review and restructure the process of online public services with a low rate of online records and a high rate of additions and corrections, ensuring that people and businesses "only declare information once".

Deploy the development of shared platforms and software from the central to local levels; provide detailed and specific instructions on classifying files and documents that need to be digitized, and determine the digitization goals associated with electronic processes or just for storage so that localities can implement them.

Restructure the process of reducing document components based on electronic data and reusing administrative procedure results.

With the task of ensuring funding for science, technology, innovation and digital transformation, it is necessary to base on current laws; current situation, development requirements; closely follow the Party's policies, instructions of the sector's management ministries (Ministry of Science and Technology, Ministry of Finance, Ministry of Public Security, Ministry of Home Affairs) to allocate funds, implement to ensure compliance with the law, efficiency, strictness, and no duplication.

Ensure allocation of remaining funding for 2025 for science, technology, innovation and digital transformation, focusing on urgent, key and strategic tasks.

The plan requires units to adhere to the guiding ideology "Discipline comes first - Resources go together - Results are the measure" and the action motto "Three focuses - Three publicities - One measure" emphasized and oriented by the General Secretary.

Members of Steering Committee 934, as heads of agencies and units under the Ministry, proactively develop detailed plans, ensuring "clear people, clear work, clear progress, clear results, clear responsibilities", closely coordinate with the standing agencies of the Sub-Committees assisting Steering Committee 934, ensuring synchronization, no overlap, and avoidance of responsibility.

Agencies and units under the Ministry strictly comply with the assignments of the Sub-committees assisting Steering Committee 934 and are responsible for results and progress.

There must be a fundamental change in leadership, direction and management methods; a shift from management based on periodic reports to real-time data management, ensuring high transparency and accountability.

Use the Information System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW as an essential tool in direction and administration to monitor progress, detect bottlenecks early and support timely and effective decision making.

Organize implementation resolutely, substantially, with specific products; strengthen inspection, supervision, and report results periodically and suddenly as required.
