Congress of the Association for Protection and Promotion of Heritage "Practicing the worship of the Mother Goddesses of the Three Realms of the Vietnamese" in Ninh Binh province

On the morning of October 24, at the Vu Ban Commune Cultural House, the Association for the Protection and Promotion of the Heritage of "Practicing the Mother Goddess Worship of the Vietnamese People" in Ninh Binh province held its first Congress for the 2025-2030 term.

Leaders of the Department of Internal Affairs presented the Decision to establish the Association for the Protection and Promotion of the Heritage of "The Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" in Ninh Binh province.

Attending the Congress were leaders from the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Department of Internal Affairs, the Department of Culture and Sports , and the Department of Tourism.

The former Nam Dinh province (now Ninh Binh province) was a center of the Vietnamese people's belief in the worship of the Mother Goddesses of the Three and Four Realms. In 2012 and 2013, the Chau Van ritual of the Vietnamese people in the former Nam Dinh and the Phu Day Festival were included in the National List of Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism. In 2016, UNESCO inscribed "The Practice of the Vietnamese Mother Goddess Worship of the Three Realms" on the Representative List of Intangible Cultural Heritage of Humanity. In accordance with the National Action Program announced by the Ministry of Culture, Sports and Tourism at the UNESCO Certificate reception ceremony and in response to the aspirations of the community – the subjects of this Mother Goddess worship – to jointly protect and promote its value, the Association for the Protection and Promotion of the "Practices of the Vietnamese Mother Goddess Worship of the Three Realms" in Nam Dinh province was established in 2020. As of December 2024, the Association for the Protection and Promotion of the Heritage of "The Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" in Nam Dinh province has 450 members. Among them are many artisans knowledgeable about the heritage, with prestige in the community, playing a systematic role in transmitting the heritage. During the past term, the Association had 6 artisans awarded prestigious titles by the President of Vietnam, including 1 People's Artisan and 5 Excellent Artisans.

On September 4, 2025, the People's Committee of Ninh Binh province issued Decision No. 605/QD-UBND allowing the renaming of the Association for the Protection and Promotion of the Heritage of "Practices of the Tam Phu Mother Goddess Worship of the Vietnamese People" of Nam Dinh province to the Association for the Protection and Promotion of the Heritage of "Practices of the Tam Phu Mother Goddess Worship of the Vietnamese People" of Ninh Binh province. Currently, the Association's headquarters are located at the Phu Chinh historical, cultural and architectural site within the Phu Day complex, Tien Huong village, Vu Ban commune.

For the 2025-2030 term, the Ninh Binh Provincial Association for the Protection and Promotion of the Heritage of "The Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" has set forth the following directions and tasks: To improve organizational work, develop and promulgate the Association's operating regulations. To focus on disseminating the Association's principles and objectives, and to prioritize membership development. To establish grassroots organizations under the Association. To organize and coordinate with agencies and units to hold seminars, scientific discussions, exhibitions, and exchanges, contributing to clarifying the value of the heritage and exchanging experiences to strengthen the protection and promotion of cultural heritage in general, and the "Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" heritage in particular. To support members in practicing and transmitting the heritage according to traditional rituals and legal regulations; to combat and criticize actions that distort, alter, or misrepresent the beautiful nature of the heritage. Strengthening the process of social mobilization to create resources that ensure the smooth operation of the Association.

Launching the Executive Committee of the Association for the Protection and Promotion of the Heritage of "The Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" in Ninh Binh province, term 2025-2030.

The Congress approved the personnel plan, elected the Executive Committee of the Association for the Protection and Promotion of the Heritage of "The Practice of the Tam Phu Mother Goddess Worship of the Vietnamese People" in Ninh Binh province for the term 2025-2030, consisting of 16 members, and the Standing Committee of the Association consisting of 6 members; and elected the leadership positions of the Association, including: 1 President, Meritorious Artisan Tran Thi Hue, and 4 Vice Presidents.
