The Ministry of Science and Technology and GGGI announce a Memorandum of Understanding on strategic cooperation in green innovation and digital transformation.

The memorandum of cooperation emphasizes the role of artificial intelligence (AI), science, technology, and innovation in promoting green growth and realizing Vietnam's goal of achieving net-zero emissions.

Deputy Minister of Science and Technology Hoang Minh and Mr. Juhern Kim, Country Representative of GGGI in Vietnam, exchanged the Memorandum of Understanding on strategic cooperation in green innovation and digital transformation.

On the sidelines of the National Innovation and Startup Festival - TECHFEST Vietnam 2025, one of the largest annual events for the innovation and startup community in Vietnam, the Ministry of Science and Technology (MST) and the Global Green Growth Institute (GGGI) held a ceremony to sign a Memorandum of Cooperation on "Digital Transformation and Innovation Technologies for Green Growth" in Vietnam.

The memorandum of understanding outlines a framework for cooperation between the Ministry of Science and Technology and GGGI in the fields of science , technology, innovation, and digital transformation to support Vietnam's green growth goals.

Speaking at the ceremony, Deputy Minister of Science and Technology Hoang Minh affirmed: Science and technology are the foundation for growth based on innovation. The goal is that not only startups, but also universities and the business community in general, will orient their research and development activities towards green growth and innovation goals.

The Deputy Minister emphasized that the Ministry of Science and Technology is committed to working closely with partners such as GGGI and the community of innovators to develop solutions that align with Vietnam's green growth orientation and green transition process.

Juhern Kim, Country Representative of GGGI in Vietnam, believes that Vietnam's next growth phase will be shaped at the intersection of artificial intelligence, deep technologies, and green innovation. Given the urgent challenges of climate change, green technologies need to expand at a much faster scale and pace.

Through this Memorandum of Cooperation, GGGI will work closely with the startup community, policymakers, and investors in Vietnam to promote climate technology transfer, scale up existing solutions, and strengthen the portfolio of projects with reduced financial risk, ready to receive investment capital, and promote mixed financing opportunities to support Vietnam's implementation of its net zero emissions roadmap.

Leveraging the role of the Ministry of Science and Technology in guiding national science, technology, and innovation development, along with GGGI's extensive experience and expertise in green growth and green investment mobilization, the collaboration is expected to promote the development and expansion of viable climate solutions and green business models, thereby enhancing national competitiveness and advancing long-term climate goals.

During the preparation and initial implementation of the Memorandum of Cooperation, GGGI collaborated with units under the Ministry of Science and Technology, such as the Department of Startups and Technology Enterprises, to carry out several cooperative activities, including co-organizing the Open Innovation Day 2025 in Ho Chi Minh City in October 2025.

The Memorandum of Cooperation between the Ministry of Science and Technology and GGGI is built on the foundation of the existing cooperation between GGGI and Vietnam in the fields of innovation and climate action, and is consistent with Vietnam's key national policy frameworks, including the National Digital Transformation Program to 2025, with a vision to 2030; the National Strategy on Research, Development and Application of Artificial Intelligence to 2030; the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050; and the Circular Economy Development Project in Vietnam.

In April 2025, GGGI Director-General Sang-Hyup Kim made his first high-level visit to Vietnam since taking office, which included meetings with Prime Minister Pham Minh Chinh and leaders of key ministries and agencies, including Minister of Science and Technology Nguyen Manh Hung. This memorandum of cooperation is one of the concrete outcomes of the visit aimed at strengthening the partnership and expanding cooperation to support Vietnam in achieving its green growth goals and net-zero emissions.
