
Over the past five years, the patriotic emulation movement among farmers has continued to be widely implemented by all levels of the Farmers' Association, focusing on the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty." This movement has not only created a vibrant atmosphere of competition but has also become a driving force for transforming production methods, forming models of commercial agriculture and agriculture applying science and technology, gradually increasing added value and promoting sustainable development.

Every year, approximately 60% of member households register to strive for the title of excellent production and business households at all levels. Currently, the province has 55,176 households that have achieved this title, including over 100 at the central level and more than 1,200 at the provincial level.

Many exemplary production and business models generate incomes ranging from hundreds of millions to billions of dong per year, not only enriching families but also creating jobs, sharing experiences, and providing capital, seeds, and technical support to other farmers to help them develop.

Simultaneously, training and skill development for farmers has been emphasized. Farmers' associations at all levels have coordinated with relevant departments, agencies, and businesses to train 5,298 outstanding farmers and those excelling in production and business. Many members, after training, have become farm owners, cooperative directors, and small business owners, contributing to the formation of collective economic models, promoting production linkages along the value chain, and shifting the rural economic structure.

Building new rural areas continues to be one of the key priorities that farmers in Lao Cai actively support. With the spirit of "the people know, the people discuss, the people do, and the people benefit," farmer association members have proactively participated in donating land, contributing labor and resources to build rural infrastructure and improve the living environment.

During the period 2023-2025, farmer association members throughout the province contributed nearly 5 billion VND, 310,000 man-days of labor, and donated 525,000 m² of land; renovated and maintained 1,905 km of rural roads; reinforced 1,107 km of irrigation canals; and built 2,804 garbage pits and 1,326 sanitary toilets.
These figures not only reflect the collective efforts and unity of farmers but also affirm the leading role of farmers in building new rural areas.

Along with infrastructure development, environmental protection and the creation of a bright, green, clean, and beautiful rural landscape have been intensified. The Farmers' Association has implemented waste collection and treatment projects in several localities, contributing to raising awareness, changing living habits, and protecting the environment and public health.

Over the past five years, the movement "All people unite to build a cultured life in residential areas" has been implemented by all levels of the Association in conjunction with building new rural areas, civilized urban areas, and the movement "Studying and following the thoughts, ethics, and style of Ho Chi Minh".
Every year, over 90% of farming households register as culturally exemplary families; many villages and residential areas maintain their cultural status, contributing to building a healthy and harmonious living environment.

Social welfare work is also given priority. Over 96% of members participate in health insurance; 2,525 members participate in voluntary social insurance.
Farmers' associations at all levels actively participate in the movement to eliminate temporary and dilapidated houses; mobilize members to contribute labor and support the construction of solidarity houses for poor and policy-beneficiary households; and promptly assist farmers in overcoming the consequences of natural disasters, stabilizing their lives, and restoring production.

Along with the peasant movement, the Farmers' Association at all levels has been continuously strengthened and streamlined for greater efficiency. The content and methods of operation have been innovated, closely adhering to the grassroots level and the needs of its members.
Efforts to disseminate legal information and encourage farmers to produce and trade safe agricultural products have been intensified; during the term, 571,288 farmers signed commitments to produce, trade, and consume safe agricultural products.

In the work of Party and government building and social supervision and criticism, the Farmers' Association continues to play a bridging role between farmers and Party committees and government. During the 2023-2025 period, the Association participated in providing feedback on many draft laws, resolutions, and policies related to agriculture, farmers, and rural areas; and recommended 1,850 outstanding members for the Party to consider for admission, of which 782 have been admitted.

The First Congress of the Lao Cai Provincial Farmers' Association, for the term 2025-2030, is taking place in the context of the province's efforts to streamline its organizational structure and reorganize administrative units according to a two-tiered local government model. The merger of the Yen Bai Provincial Farmers' Association and the Lao Cai Provincial Farmers' Association (formerly) to form the Lao Cai Provincial Farmers' Association, effective July 1, 2025, is a significant milestone, opening up new development opportunities for the Association and the farming class.

Entering a new term, the Lao Cai Provincial Farmers' Association is tasked with continuing to strongly innovate its content and methods of operation; promoting digital transformation; improving the quality of its staff; supporting farmers in linking production along the value chain; developing ecological agriculture and sustainable commercial agriculture, in conjunction with building advanced and model new rural areas.

Looking back over the past five years, it can be affirmed that the achievements are vivid evidence of the leading role of farmers in agricultural development and the construction of new rural areas.

With a tradition of solidarity, a spirit of innovation and creativity, and a desire to excel, the farmers of Lao Cai enter their new term with high confidence and determination, contributing to building Lao Cai province into a "green, harmonious, distinctive, and happy" province.
