In the context of increasingly precious water resources, the government and people of Sin Cheng commune have been making efforts to strengthen measures to manage and protect natural water sources to ensure the lives and production of the people in the area.
Recently, the Economic Department of Sin Cheng commune mediated a long-standing water dispute between two households in Ho Sao Chai and Thao Chu Phin villages. The cause of the dispute stems from the fact that since 2023, during the construction of the main road in Sin Cheng commune, specifically the section passing through Thao Chu Phin village, a natural spring has appeared from the embankment where the roadbed construction unit laid the roadbed.
Mr. Vang Seo Di in Thao Chu Phin village bought plastic pipes to draw water from this source for his use. Mr. Lu Xuan Nha in Ho Sao Chai village disagreed with Mr. Di taking the water, claiming that the water flowed from his field.
The incident caused a conflict between the two households, affecting security and order. After verifying the facts and based on relevant regulations, the Economic Department proposed a solution: handing over the water source to the village for management and common use. This solution was also agreed upon by the two disputing households.
This is just one of many water resource disputes in the commune that have been resolved by the local Party committee and government. In recent years, due to climate change and the decline in forest area and quality, water resources in Sin Cheng commune have become increasingly depleted, leading to shortages of water for daily life and production in many households, groups of households, villages, and the commune during the dry season.
Meanwhile, there have been instances of buying and selling water resources in the area; some households are hoarding water for private use, and water is not being used economically... causing many disagreements in the use of water resources. In addition, water resources are not managed and protected regularly, continuously, and systematically, leading to the risk of pollution and depletion, affecting the lives and production of the people.
Faced with this situation, Sin Cheng commune has actively organized mediation of water resource disputes at the grassroots level, definitively resolving water disputes between households and between households and the management boards and teams of water supply and irrigation projects in the area according to regulations; resolutely handling cases of occupying existing water sources, especially those supplying water to water supply and irrigation projects.
Mr. Nghiem Van Cuong, Deputy Head of the Economic Department of Sin Cheng Commune, said that recognizing the important role of water resources in the daily life and production of the people, the department has advised the Commune People's Committee to implement comprehensive measures such as controlling exploitation and preventing encroachment and illegal trading of water resources.
Mr. Vien Dinh Hiep, Chairman of the People's Committee of Sin Cheng Commune, said that before organizing the two-tiered local government model, the Standing Committee of the former Si Ma Cai District Party Committee had directed the strengthening of water resource management in the district until 2025, with a vision to 2030. After the new Sin Cheng Commune came into operation, the locality identified this as one of the important contents that need to be continued.
Beyond just management, Sin Cheng commune also focuses on protecting and restoring natural water resources. Many practical activities such as planting trees and protecting headwater forests have been implemented. Thanks to the joint efforts of local households, many degraded headwater forest areas have been restored, contributing to water retention in streams, ponds, and lakes.
Simultaneously, the local government has also intensified its efforts to raise public awareness about the role of water resources in the living environment. Content on water resource protection is integrated into meetings and awareness campaigns.
Mr. Sung A Pao, head of Thao Chu Phin village, shared: "Water resources are important for the production and daily life of the people, so everyone is conscious of preserving and protecting them. We will handle any acts of encroachment or destruction of water resources according to the village's regulations and customs, and at the same time report to the commune People's Committee for handling according to the law."
Mr. Vien Dinh Hiep, Chairman of the People's Committee of Sin Cheng commune, added: "In the near future, the clean water supply projects invested and built according to Decision No. 1333/QD-TTg dated November 10, 2023, of the Prime Minister will come into operation. Managing and protecting water sources in the area is of great importance, ensuring the effective operation of the projects, thereby improving the quality of life for the people in the area."
