In response to the above petition of Nghe An province voters sent by the People's Aspirations and Supervision Committee to the 9th Session of the 15th National Assembly, the Ministry of Science and Technology responded: On January 9, 2023, the National Assembly issued Resolution No. 81/2023/QH15 dated January 9, 2023 on the national master plan for the 2021-2030 period, with a vision to 2050, in which, Clause 4, Article 8 of the Resolution stipulates "... Forming and developing national innovation and startup support centers in Hanoi, Ho Chi Minh City, Da Nang City, Can Tho City and other centrally-run provinces and cities with conditions".

On March 13, 2024, the Prime Minister issued Decision No. 229/QD-TTg approving the Planning of the network of public science and technology organizations for the period 2021-2030, with a vision to 2050 with the goal of "By 2025, forming innovation centers and innovative startups in the three regions of the North, Central and South; striving for 40% of localities to form public science and technology organizations with the function of innovation and innovative startups from the organization consolidation of public science and technology organizations and public service units in the area", in the appendix attached to Decision No. 229/QD-TTg on the List of priority investment projects in the field of science and technology for the period 2025-2030, also setting investment priorities for 05 projects to "Invest in developing innovation centers and innovative startups". create national, industry, and region".

In its response, the Ministry of Science and Technology said that on June 27, 2025, the National Assembly passed the Law on Science, Technology and Innovation, in which Clause 1, Article 74 stipulates that "Research and development centers, innovation centers, provincial innovation centers, national innovation centers, creative startup support centers, provincial creative startup support centers, and national creative startup support centers are determined based on criteria on technical infrastructure, resources, implementation capacity, goals, and performance results", and assigned the Government to specify this content in detail.

Currently, the Ministry of Science and Technology is drafting a Decree detailing and guiding a number of articles of the Law on Science, Technology and Innovation; encouraging Science, Technology and Innovation activities in enterprises; recognizing innovation centers, supporting creative startups; recognizing individuals and creative startups; infrastructure, networks and ecosystems for creative startups; to complete and submit to the Government before September 15, 2025.

"Based on the criteria specified in the document guiding the implementation of the Law on Science, Technology and Innovation, localities will organize the establishment and recognition of Innovation Startup Centers based on their ability to meet the prescribed conditions," the Ministry of Science and Technology affirmed.
