Strengthening cooperation with strategic technology partners

On August 20, 2025, in Hanoi, the Vietnam National Innovation Center (NIC) in collaboration with Dassault Systèmes organized the Business Leadership Forum to promote the semiconductor ecosystem in Vietnam. The event brought together more than 50 senior leaders from government agencies, academia and businesses in the semiconductor and high-tech sectors to discuss solutions to accelerate Vietnam's path to join the global semiconductor race through digital innovation, human resource development and strategic cooperation.

Promote international cooperation

Speaking at the forum, Mr. Vo Xuan Hoai, Deputy Director of NIC, emphasized that Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation has clearly identified innovation and digital transformation as important driving forces, helping Vietnam escape the middle-income trap.

To concretize this policy, the Prime Minister issued Decision No. 1131/QD-TTg, identifying 11 technology groups and 35 strategic technology product groups to be prioritized for investment, including key areas such as semiconductors, AI, advanced manufacturing, virtual twins, robotics, aerospace and drones.

"This is a clear signal that Vietnam is ready to mobilize all resources, policies and cooperative relationships to create the foundation for a knowledge-based and high-tech economy ," Mr. Hoai affirmed.

To realize this goal, international cooperation is considered one of the solutions that plays an extremely important role. Sharing at the forum, Ms. Marie Keller, Acting Representative of the French Embassy in Vietnam, said that innovation is one of the core priorities in France's diplomatic commitment.

"Vietnam has a young, enthusiastic and ambitious workforce, while France has a long-standing technology, research and training foundation. Therefore, businesses of the two countries have many conditions to promote innovation and technological cooperation," said Ms. Keller.

This partnership has been strengthened through the signing of a letter of intent between the French Embassy and NIC, as well as prominent events within the framework of the France-Vietnam Innovation Year 2025 Initiative, typically the French Technology Summit during President Macron's recent visit,

In particular, in the semiconductor sector, the Acting Representative of the French Embassy in Vietnam highly appreciated Vietnam's ambition, demonstrated through impressive initiatives such as the launch of the Investment Support Fund, the adoption of the Semiconductor Industry Development Strategy to 2030 and the construction of the first Vietnamese-owned chip factory.

Data center development

To realize the national vision, Vietnam needs breakthrough technology platforms and a solid digital infrastructure. Mr. Samson Khaou, Executive Vice President of Asia-Pacific of Dassault Systèmes, said that in the new period, the group will be at the forefront of the next digital transformation called the "generative economy" - an economy based on the principles of sustainability and accelerated by generative AI.

At the core of this strategy is the “3D Universe” platform, which allows companies to combine multiple virtual copies with simulation technology, data science and AI to develop innovative products faster and more efficiently. This platform will be applied in the fields of manufacturing, healthcare and smart cities.

However, all of these advanced technologies – from AI, digital twins to big data – require a strong enough infrastructure to operate. A representative of Viettel IDC said that the Vietnamese data center market is growing explosively, forecast to reach 1.14 billion USD by 2029, with an average annual growth rate of nearly 11%. The main driving force comes from the Government's drastic digital transformation policy, the trend of businesses moving to the cloud, and regulations requiring data to be stored in Vietnam.

A modern data center, according to Viettel IDC, must be built on four pillars: Capacity and availability (designed according to Tier 3 international standards, ensuring 24/7 operation); safety and compliance (meeting ISO 27001, PCI DSS standards and domestic laws); green and sustainable (optimizing energy efficiency, aiming to use renewable energy); connectivity (high speed, multi-directional and safe backup).

To meet the growing demand, Viettel IDC has built an ambitious plan with 15 data centers in the period 2025-2030. These new data centers will be ready for ultra-high-capacity AI servers, using liquid cooling technology and managed and operated by AI to optimize performance.

The combination of the Government's strategic vision, support from international partners, advanced technology platforms and a large digital infrastructure being built domestically is creating a solid launching pad.

"This is an opportunity for Vietnam not only to participate but also to reshape its position in the strategic industries of the future," Viettel IDC emphasized.
