During the recent State visit of General Secretary To Lam to South Korea, the Minister of Science and Technology of Vietnam, Nguyen Manh Hung, met and worked with the Minister of Science, Information and Communication Technology of South Korea, Kyung Hoon Bae.
During the meeting, Minister Nguyen Manh Hung put forward five key cooperation proposals aimed at bringing Vietnam-Korea cooperation into a more comprehensive and in-depth phase of development.
Regarding research and development cooperation, the two Ministries jointly selected a number of technology fields to prioritize for joint development, such as AI, semiconductors, quantum technology, new materials, and clean energy; expanding the scale and number of science and technology tasks under the Protocol and ODA technology projects.
Prioritize the implementation of VKIST Phase 2, aiming to build it into a core industrial R&D center for Vietnam; Promote a government -research institute/university-enterprise cooperation model, especially the establishment of a joint R&D center in Vietnam, with co-funding and co-ownership of results between businesses of the two countries; Cooperate to enhance technological capacity for Vietnamese research institutes, universities, and enterprises through sharing institutional models, technology assessment, and expert training.

Regarding cooperation in the field of AI, the two sides will collaborate on developing policies and legal frameworks for AI; and cooperate in training and developing high-quality AI human resources.
Consider supporting the establishment of an AI Training Center in Vietnam with the participation of Korean institutes, universities, and businesses; Collaborate on pilot projects for responsible AI application: coordinate the development of pilot AI projects serving the community (AI in medical diagnosis, smart education, urban transportation).
Promoting business and AI startup connections: establishing channels to connect AI companies between the two countries; supporting Vietnamese businesses to participate in the AI innovation ecosystem in South Korea.
Regarding the VKIST Project, we request that the Korean Government pay attention to and allocate non-refundable ODA funding to Vietnam for the implementation of Phase 2 of the VKIST Project; and support both sides in continuing to effectively implement Phase 2 of the Project with a focus on investing in priority areas such as artificial intelligence, semiconductors, biotechnology, and advanced materials, aiming to make the Institute a key industrial research center, playing a core role in the national innovation network, in line with the orientation of the Science, Technology & Innovation Development Strategy for the period 2026-2035.
Regarding cooperation through the Vietnam-Korea Joint Committee on Science and Technology Cooperation, the Minister proposed that the two sides jointly organize the 10th Session of the Vietnam-Korea Joint Committee on Science and Technology Cooperation in 2026 in Vietnam, focusing on the six areas mentioned above.
Regarding cooperation within the framework of the Korea-ASEAN Digital Innovation Flagship Project, the Vietnamese Ministry of Science and Technology supports the implementation of the Korea-ASEAN Digital Innovation Flagship Project and is ready to cooperate closely with MSIT to implement this initiative in Vietnam.
Minister Nguyen Manh Hung proposed that the two sides could consider several specific areas of cooperation, such as implementing research and application projects in digital technology for the community; a collaborative AI development project between Vietnamese businesses and Korean partners; and organizing the ASEAN-Korea Digital Innovation Forum in Vietnam, possibly within the framework of Vietnam International Digital Week, scheduled for October 2026.
During the meeting, both sides agreed to strengthen cooperation on building core infrastructure such as AI, next-generation networks and data centers; to develop legal and institutional frameworks to jointly enter the digital era of AI; to share policies and strategies and explore areas of cooperation in key fields such as the semiconductor industry, AI, and the use of AI in the public sector…
