According to the draft, the title system is divided into two groups: First, scientific titles include research assistant (grade IV); Researcher (grade III); Principal researcher (grade II); Senior researcher (grade I); Second, technological titles include technician (grade IV) and equivalent; engineer (grade III) and equivalent; Principal engineer (grade II) and equivalent; Senior engineer (grade I) and equivalent.
The Ministry of Science and Technology will issue specific standards for each position, as a basis for recruitment, appointment, as well as arrangement and salary for civil servants in public service units. Notably, individuals who meet the requirements for job positions and position standards will be accepted into civil servants and appointed without having to undergo probationary period.
The draft regulation stipulates that officials holding scientific or technological titles with outstanding achievements in research and innovation activities will be considered for a salary increase within the same title level if they meet the following conditions: First, they have not been disciplined during their current salary level; Second, they have special achievements, such as participating in national science and technology tasks that have been accepted as satisfactory; being awarded a State Medal; being awarded the title of Labor Hero or National Emulation Fighter. The maximum salary increase is no more than 2 levels within the same title level and cannot be considered twice in a row.

The decision-making authority will be decentralized by rank: For ranks I and II, it will be decided by the Minister, Head of the ministerial-level agency, Government agency and Chairman of the Provincial People's Committee; For the remaining ranks, it will be decided by the Head of the public service unit with scientific and technological activities.
Individuals with the academic title of professor or associate professor working in a public science and technology organization, if meeting the standards for a scientific title or a technological title issued by the Ministry of Science and Technology, will enjoy the following policies: Being specially appointed to a first-class scientific or technological title regardless of the year of work; Enjoying the same regimes and policies as people with equivalent titles in public universities; in cases where the regimes and policies at public universities are more beneficial, the more beneficial policy for the individual will be applied./.
