In his concluding remarks, Prime Minister Pham Minh Chinh stated that in order to promptly remove difficulties and obstacles in standardization and conformity activities and promote production and business activities of enterprises in the coming time, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Justice , the Ministry of Agriculture and Environment, the Ministry of Health, and relevant ministries and agencies to carefully review current legal regulations to ensure the consistency and synchronization of laws related to standardization and conformity. Relevant ministries and branches shall urgently review current national technical regulations (about 824 regulations), classify them according to the risk level of products and goods to adjust, amend or abolish them in accordance with the actual situation.
The Prime Minister stated that standards and regulations must come first so that businesses can base on them to publish; there must be tools for conformity and compliance, but post-inspection must be strengthened, pre-inspection must be reduced, input costs and compliance costs for people and businesses must be reduced; anything that needs to be controlled, such as medicine and food, related to people's lives and health, must not be lax but also not too strict, must ensure the safety of people's health and lives, at the same time, there must be measures to reduce administrative procedures, decentralize, delegate power, promote the mobilization of social resources, and increase socialization. The Prime Minister stated his point of view, not to create unnecessary technical barriers, not to create "sub-licenses" that affect people and businesses.
The urgent requirement is to accelerate the construction of a national database on conformity, compliance and a shared digital platform to serve the management of national standards - measurements - quality, interconnectivity, serving state management, subjects are inspected publicly and transparently in the network environment. Strictly handle violations, especially violations in the field of food safety and medicine; strictly handle officials, civil servants and public employees who lack a sense of responsibility, are insensitive to the difficulties and problems of businesses and people and allow the circulation of goods, especially substandard food and medicine.
