Strengthening the capacity to design and evaluate science, technology and innovation policies is urgent.

On July 16-17, in Hanoi, the Department of Information and Statistics - Ministry of Science and Technology (MOST) in collaboration with the Commonwealth Scientific and Industrial Research Organization (CSIRO) organized a series of thematic events to enhance the capacity to design and evaluate innovation policies in Vietnam.

The series of events is part of the Aus4Innovation Program - a cooperation initiative between the Australian and Vietnamese Governments, contributing to promoting institutional capacity and creating a sustainable foundation for the national innovation ecosystem. The series of events includes two main contents: Intensive training program "Operating innovation policies: Designing and evaluating policy impacts" and workshop "Improving the effectiveness of science , technology and innovation policies through assessment and regulation mechanisms appropriate to practical situations".

Nearly 100 delegates from central ministries, branches, research institutes, universities, high-tech zones, international organizations and innovation enterprises attended, including many officials directly involved in developing, reviewing and implementing policies related to science and technology and innovation. The Innovation Support Center (Department of Innovation - Ministry of Science and Technology ) is the unit directly implementing and participating in supporting the coordination of the event series.

The program focuses on the national innovation system, policy design thinking integrating social and environmental factors and regulatory impact assessment (RIA) tools. International experts such as those from CSIRO and the Aus4Innovation Program directly teach and coordinate training activities.

In particular, the workshop "Improving the effectiveness of science, technology and innovation policies through assessment and regulation mechanisms appropriate to practical situations" held on the afternoon of July 17 was the highlight of the series of events.

At the workshop, Deputy Minister of Science and Technology Bui The Duy emphasized the role of designing policy institutions based on data from practical impact assessments so that management agencies can make appropriate and timely adjustments to bring policies into life more effectively.

Overview of the workshop.

According to Deputy Minister Bui The Duy, strengthening the capacity to design and evaluate science, technology (S&T) and innovation policies, towards effective and sustainable policy making, is becoming an urgent requirement in the context of Vietnam's transition to a growth model based on knowledge and technology.

Vietnam's science, technology and innovation sector in this period has set a specific and clear goal of creating and impacting double-digit economic growth. Therefore, science, technology and innovation policies must be evaluated based on efficiency and investment based on efficiency, in order to contribute to creating economic growth for the country. The work of evaluating the effectiveness of policies to adjust policies annually is therefore considered very important.

Building creative institutions, accompanying businesses to promote innovation for sustainable development

At the workshop, delegates focused on discussing the practical effectiveness and the possibility of adjusting recent policies such as the Law on Science, Technology and Innovation, Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation, Resolution 68 on private economic development...

Delegates agreed that over the past time, state management agencies have demonstrated determination and responsibility in promulgating policies and legal corridors to promote innovation.

Vietnam's revision and completion of a series of important laws such as the Law on Science, Technology and Innovation, the Law on Digital Technology Industry... is proof of its determination to build a creative institution, accompany businesses, and promote innovation for sustainable development.

However, for the policy to be most effective, it is necessary to have the ability to effectively implement the policy and have specific tools to evaluate and measure results. Listening to the voices of stakeholders, especially businesses and direct implementing units, will help authorities make timely adjustments in accordance with rapidly changing realities.

Experts also said that Vietnam needs to continue to develop and standardize the system of policy assessment tools such as RIA, while enhancing the capacity of officials at all levels from central to local levels to ensure flexible and effective policy operation capacity in the context of deep integration and digitalization.

This event, with the accompaniment of the Australian Government through the Aus4Innovation Program, also demonstrates an effective international cooperation model - where countries share experiences, transfer knowledge, and promote innovation to face global challenges./.
