This is an important part of the entire 16.4 km connecting route with a total investment of nearly 13,900 billion VND.

Investment phasing for the entire connection route.
The entire Bien Hoa - Vung Tau expressway connecting route is divided into three component projects, implemented in specific phases to ensure investment efficiency and construction progress.
Component Project 1
This is the section of the route about to be started, with a length of 6.7 km, starting from National Highway 56 to the Vung Van roundabout. With a total investment of 6,700 billion VND, the project is expected to be completed and put into operation in the fourth quarter of 2026.
Component Project 2
This section is 6.8 km long, connecting the Vung Van roundabout to the DT 994 coastal road (located in Ward 12, Vung Tau City). The total investment for this phase is approximately 5,100 billion VND and is expected to be completed in 2027.
Component Project 3
The final section of the route is 2.9 km long, from Provincial Road 994 to the 51B-51C roundabout. This segment is planned with 6 lanes for motorized vehicles and two parallel lanes. The total investment is estimated at nearly 2,000 billion VND, and it is expected to be completed in 2028.
Major infrastructure projects
To ensure seamless and safe connectivity, three major bridges will be constructed along the entire route, serving as crucial traffic junctions. These structures include:
- Overpass at the intersection with coastal road DT 994.
- Cay Khe Bridge 4.
- Co May Bridge 3.
The investment in constructing this road is expected to help alleviate congestion on National Highway 51, enhance connectivity between Vung Tau City and the national expressway system, thereby promoting socio -economic development and tourism for the entire Ba Ria - Vung Tau province.
