Ho Chi Minh City: Finalizing the completion time of a series of highways and beltways

A series of key transport infrastructure projects such as Ring Road 3 and Ho Chi Minh City - Moc Bai Expressway are being accelerated, aiming to start construction and open to traffic on December 19, 2025.

Following directives from Prime Minister Pham Minh Chinh at the 22nd session of the State Steering Committee for National Key Projects, the transport sector is focusing resources on resolving obstacles and accelerating the progress of key projects. The goal is to complete 3,000 km of expressways by 2025, with many groundbreaking and inauguration ceremonies scheduled to take place on December 19, 2025.

The Ministry of Construction has compiled a list of 245 projects eligible for commencement and inauguration during this period, including many large-scale projects in Ho Chi Minh City and surrounding areas.

Detailed progress of key projects

Ho Chi Minh City Ring Road 3 Project

The Ring Road 3 project is being implemented synchronously across all its components. Compensation and resettlement work for component projects 2 and 6 has been completed, with 100% of the land handed over. Regarding construction progress, component project 1 has reached approximately 68% of the contract value, while component project 5 has reached approximately 56%.

The city has set specific timelines:

  • December 19, 2025: Technical opening of 17.8 km of the route, including elevated and overpass sections in the former Thu Duc City area and surrounding areas.
  • April 30, 2026: Completion of an additional 32.6 km of the main route through Cu Chi, Hoc Mon, and Binh Chanh districts.
  • June 30, 2026: The entire route through Ho Chi Minh City will be open to traffic.

Specifically, the Tan Van interchange is currently in the process of finalizing its technical adjustment documents, with approval expected in 2025.

Ho Chi Minh City Ring Road 4 Project

The Ring Road 4 project has received investment approval from the National Assembly. Currently, the public investment component projects are completing procedures for approval in December 2025. Component project 2, under the PPP model, commenced in February 2025. In Binh Duong province, compensation work has reached over 14%, and the PPP project also commenced in June 2025.

Regional connecting highways

Ho Chi Minh City – Moc Bai Expressway: Four component projects have been approved. Component project 2 is expected to commence on December 19, 2025 and be completed in 2027. The remaining packages aim to commence in the first quarter of 2026.

Expansion of the Ho Chi Minh City – Trung Luong – My Thuan Expressway: The Ministry of Construction has completed the procedures to commence the project on December 19, 2025.

Tan Phu - Bao Loc Expressway: Ho Chi Minh City and Lam Dong province have completed the procedures to start construction of the project at the same time as the Ho Chi Minh City - Moc Bai Expressway.

Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway: Land compensation progress has reached approximately 46%, and is being accelerated to ensure commencement and completion in 2027.

Bien Hoa – Vung Tau Expressway: Component project 3 has completed land clearance and is awaiting approval for adjustments to add a new interchange.

National guidelines and objectives

The Prime Minister requested that ministries, sectors, and localities resolutely implement assigned tasks, ensuring the goal of putting at least 3,000 km of expressways and approximately 1,700 km of coastal roads into operation by 2025. Regarding Long Thanh International Airport, Phase 1 aims to conduct technical flights on December 19, 2025, and commence commercial operations in early 2026.
