
The draft plan sets the following objectives: To strengthen and improve the organizational and operational system of the Civil Defense Command at all levels, ensuring close coordination and cooperation among forces to promptly meet the requirements of civil defense work, responding to incidents, natural disasters, emergencies, and search and rescue; to minimize damage caused by incidents, natural disasters, and emergencies in accordance with the "3 before" and "4 on-site" principles; and to meet the requirements of socio -economic development of the province while strengthening national defense and security.

The draft plan also requires heads of agencies, units, and organizations to actively and proactively implement and supervise the plan's execution on schedule, ensuring quality, practicality, and effectiveness; and to ensure that 100% of the forces (specialized and part-time forces of departments and agencies; regular troops, militia) participating in civil defense tasks, responding to incidents, natural disasters, and emergencies receive training in civil defense knowledge for handling such situations.
At the same time, solutions were proposed to further promote propaganda and education to raise community awareness about various types of incidents, natural disasters, and preventive measures. Research, investment, development, and application of scientific and technological achievements in civil defense and response to incidents and natural disasters were also emphasized.

Concluding the conference, Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee and Deputy Head of the Standing Committee of the Provincial Civil Defense Command, requested that departments, agencies, and localities continue to study legal regulations, especially the Law on Civil Defense, and, based on the practical situation in their localities, contribute ideas to improve the province's overall plan.
The comrade emphasized that the overall plan needs to clearly outline measures to respond to specific, specialized situations, linking them to the responsibilities of each relevant department and unit. In particular, it must clearly define who is responsible, what needs to be done, the timeline for implementing each step, and the resources allocated. Specifically, the Department of Education and Training; the Department of Culture, Sports and Tourism; and the Provincial Newspaper, Radio, and Television should develop plans and intensify propaganda and education to improve skills in identifying and responding to natural disasters and conducting search and rescue operations within the community. The comrade also requested the Provincial Military Command to continue compiling feedback to finalize the draft plan for early issuance and implementation.
