According to forecasts from relevant authorities, Typhoon No. 3 (international name Yagi) has strengthened into a super typhoon, with maximum wind speeds near the center reaching level 16, gusting above level 17, affecting many provinces in the Northeast and North Central regions, with Ninh Binh province likely to be directly impacted.

Kim Son is a key area, with nearly 20km of coastline; therefore, up to this point, the Party committees, authorities, coordinating forces, and people in the district have proactively implemented the "four on-the-spot" principle to be ready to respond to typhoon No. 3.

Comrade Tran Xuan Truong, Chairman of the Kim Son District People's Committee, said that the district has coordinated with functional forces to implement the evacuation plan and called on boats to move to safe shelter areas. At this time, all ferry crossings have been blocked, sea crossings have been closed, and operations have been temporarily suspended; the evacuation of people in the area outside the Binh Minh II sea dike (including oyster farmers on the Day River) to safe shelters has been implemented.

From 3 PM onwards, law enforcement officers set up checkpoints, preventing people from leaving the Binh Minh II dike area.

As of 6 PM on September 5, 2024, all 119 vessels with 267 crew members had been called to safe shelters; all 347 workers on 218 makeshift shelters in the area from Binh Minh III sea dike to Con Noi; and 4 workers anchoring 42 rafts and 2 wooden boats in the section from opposite C2 sluice gate on Binh Minh IV sea dike to the beginning of Lach Nghen had moved to safe shelters.

Before relocating to a safe place as ordered, Mr. Trinh Van Dai from Hamlet 6, Kim Trung Commune, reinforced and covered 300 beehives placed outside the Binh Minh IV dike to ensure their safety.

The communes of Kim Dong, Kim Trung, and Kim Hai have established propaganda teams to encourage people to move inside the Binh Minh II sea dike, and have also set up checkpoints to prevent people from leaving the Binh Minh II sea dike from 7:30 AM on September 6, 2024, until the storm subsides.

The Kim Son Border Guard Post organized the firing of warning flares against the storm. Five teams, comprising 15 soldiers, conducted awareness campaigns to discourage people from going to coastal areas and river mouths. The district police, in coordination with the armed forces, deployed measures to ensure security and order in the resettlement areas, so that people could confidently comply with the relocation order.
