Wide sidewalks, smooth roads - people are delighted.
Driving his brand-new car smoothly along the smooth asphalt road and stopping right in front of his house, Mr. Doan Van Trung, from residential group No. 15 Pom Han, Cam Duong ward, Lao Cai province, couldn't hide his happy smile. This is a symbol of the rebirth of a residential area that once faced the risk of relocation due to landslides.


Previously, the 23/9 road section belonging to residential areas 14, 15, and 16 of Pom Han ward, Lao Cai city (now residential areas 14, 15, and 16 of Pom Han ward, Cam Duong commune) was very narrow, steep, and treacherous, making travel difficult for local residents.
Mr. Doan Van Trung recalled: "Previously, this road was very narrow; it was difficult for one car to pass another. Moreover, it was damaged by landslides caused by floods, so cars couldn't pass through."
Because of the inadequate transportation infrastructure, owning a private car was once considered unimaginable for many households here. However, after the emergency landslide prevention project was implemented and the road was widened and paved with modern asphalt, Mr. Trung decided to realize his dream.

Mr. Trung happily shared: "Thanks to the new, modern road, my family has decided to buy a car to commute to work and take our children to school. At the same time, the area has been reinforced with sturdy embankments to prevent landslides, allowing us to continue living safely in the house we've lived in for many years. We no longer have to live in constant fear when the rainy season and storms arrive."
The power of consensus
Looking back to September 2024, due to the severe impact of the remnants of Typhoon No. 3, the 23/9 Street suffered serious landslides, directly threatening the lives and property of 31 households. In this urgent situation, the local authorities actively intervened, mobilizing residents to relocate to temporary shelters to ensure their safety.

In order to definitively address the landslide issue, on the afternoon of April 11, 2025, the Management Board of Investment and Construction Projects of Lao Cai City (formerly) held a groundbreaking ceremony for an emergency landslide prevention project in the residential area along the 23/9 road, with a total investment of approximately 50 billion VND.


The project was implemented using a unique mechanism: simultaneous design and construction to ensure the fastest possible progress. The construction unit, the Minh Duc - Neo Viet Joint Venture, applied advanced technical solutions to handle the complex geological conditions. For a long time, the roar of excavators and bulldozers day and night rekindled hope for families who had been living in temporary or borrowed accommodations.
Sacrifice for the common good
In the "battle" against landslides, the greatest strength lies in the unity of the people. Many households have not hesitated to donate land and demolish structures to make way for embankments and new roads.
Mr. Le Huu Khu, a resident affected by the storm, recalled: "My house was among those that had to be relocated due to the impact of Typhoon No. 3 in 2024. When we left home, my family was very sad and worried about what life would be like. However, after some time, the construction units deployed machinery and built embankments to prevent landslides, and my family was very happy because we would be able to return to our old, safer home."

It is known that Mr. Khu's family voluntarily donated nearly 1,000 m² of land to facilitate the project's implementation, demonstrating a high sense of responsibility and strong support for the overall policy. Mr. Khu added: "My family also voluntarily donated nearly 800 m² of state-owned land to build the embankment and create a beautiful landscape in the residential area. Now that the embankment is finished and the road is almost complete, we can rest assured and focus on our business, developing our family's economy , and building a prosperous and happy life."
Besides Mr. Khu's family, dozens of households in the residential area were ready to demolish gates, walls, and even houses to widen the road and create more spacious sidewalks. With the new road opened, the residents also made suggestions and proposals to improve their living space. Accordingly, they hoped that the government would invest in building a small park on the vacant land that had been compensated for; and at the same time, they encouraged organizations and individuals to provide stone benches to serve the residents' resting needs.

It is understood that after January 16th, 2026 (the year of the Horse), the construction unit will continue laying tiles on the landslide-affected slope and installing protective railings in narrow sections to ensure absolute safety. If weather conditions are favorable, all project components are expected to be completed within one month of construction.
It can be affirmed that, thanks to the timely investment of the State and the consensus of the people, the area, which was once at risk of landslides, has been renovated and transformed into a bright, green, clean, and beautiful neighborhood in Cam Duong ward. The 23/9 road today is a tangible embodiment of faith and hope for a brighter future in this mining region.
