Taking advantage of the dry weather, localities in the eastern part of Hai Phong are rushing to complete the dredging of canals and ditches in the area.
At the irrigation canal in Hamlet 4, Nghi Duong Commune, the construction unit is completing the final sections. After nearly 7 days of construction, by December 10th, the unit had basically completed dredging more than 200 meters of the canal. Previously, Nghi Duong Commune also completed dredging 3 irrigation canals in Hamlets 2, 5, and 9 with a total length of more than 750 meters.
Along with completing the final stage (repairing the newly filled soil) of the irrigation canal in Hamlet 4, a nearly 400-meter-long irrigation canal in Hamlet 9 of Nghi Duong commune is currently under construction, accelerating the dredging process and striving to complete the entire canal before December 15th. This is one of the final projects out of a total of 5 canals to be dredged in Nghi Duong commune this year.
According to Mr. Pham Xuan Nam, Deputy Head of the Economic Department of Nghi Duong commune, the dredging of inland irrigation canals in the commune this year started in early November 2025, and by December 10th, the locality had basically completed the dredging and embankment of the canals in the commune.
In other localities such as Vinh Thinh, Vinh Hai, Vinh Hoa, Vinh Thuan, Chan Hung, Hung Thang, Quyet Thang, Kien Hung, Kien Minh, Vinh Hoa, Vinh Hai, An Lao, An Quang, An Khanh, An Hung, An Phong ward, An Hai, An Duong… the work on inland irrigation this year has also been implemented early, and the completed volume is high to date.
According to Mr. Le Minh Tuan, Head of the Economic Department of Vinh Hai Commune, in 2025, Vinh Hai Commune was allocated over 1.4 billion VND for dredging and repairing canals. Based on the local review, the Commune People's Committee decided to dredge and repair 42 rural canals. With proactive efforts from the beginning, by December 8th, the commune had completed 100% of the canals that needed dredging. The construction units are completing the acceptance and payment procedures, and handing over the canals to the local authorities for timely use in irrigation.
According to Mr. Le Quoc Hung, Deputy Head of the Economic Department of An Hai Ward, by December 7th, the locality had completed the dredging of 6 inland irrigation canals, exceeding the schedule set by the City's Department of Agriculture and Environment by 20 days. The locality is preparing to put the project into operation.

Ensuring water source for production
Along with efforts to accelerate the dredging and repair of inland irrigation canals, localities have also proactively coordinated with irrigation companies in the area to flush out acidity and salinity, and introduce new water sources to serve production. This includes focusing on providing sufficient water for farmers in communes and wards to prepare land for sowing rice seedlings for the winter-spring crop, while also ensuring timely water supply to areas producing winter and spring crops without interruption.
Mr. Do Van Trai, Chairman of Da Do Irrigation Works Exploitation One-Member Limited Company, said that in order to maximize the functionality of the canal system managed by the company and the irrigation canal system in the fields managed by communes and wards, the company directs the irrigation stations to focus on pumping water promptly to localities to serve rice seedling cultivation.
In addition, the company is working closely with the People's Committees of communes and wards to expand canal systems to increase water storage capacity for production and daily life during the dry season. Initially, this December, the company will coordinate with local authorities to focus on pumping water for irrigation on over 6,000 hectares of upland agricultural land in the An Lão, Kiến Thụy, Kiến An, Dương Kinh, and Đồ Sơn areas.
Mr. Doan Van Ban, Deputy Head of the Water Resources Management and Disaster Prevention Sub-Department (Department of Agriculture and Environment), informed that localities, based on the allocated area for inland irrigation funding, will decide which canals need dredging and repair to implement. On average, each commune will have 20-40 projects; each ward will have 5-6 projects for repair. A total of over 1,000 inland irrigation canals throughout the city will be dredged and repaired in 2025. To date, the average volume of dredging completed by localities has reached over 80% of the planned target.
Through inspections and monitoring by functional departments under the Department of Agriculture and Environment, the implementation of dredging of inland irrigation canals has been carried out according to schedule by localities, with many areas exceeding the schedule and having completed the dredging projects. Currently, about 20% of the canal projects are still undergoing dredging and repair. The Department continues to urge localities to complete them before December 31st to ensure they are ready for operation and serve agricultural production in the winter and spring seasons of 2025-2026.
Investing in dredging and repairing inland irrigation canals, to be completed and put into operation in 2025, will contribute to improving the operational capacity of the system and promptly meeting the water needs for winter and spring crop production in the city.
