Attending the dialogue were Mr. Ngo Manh Hung - Deputy Director of Department I, Government Inspectorate ; representatives from the Central Citizen Reception Board; representatives from the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Internal Affairs Department, the Provincial Vietnam Fatherland Front Committee; representatives from relevant departments and agencies; representatives from the Standing Committee of the Party Committee, the People's Committee, and the Vietnam Fatherland Front Committee of Sa Pa ward, Phan Si Pang 2 residential group, Sa Pa ward...

The dialogue focused on two issues: firstly, households requested adjustments to the planning to reduce the area for the Sa Pa District New Administrative Center Project, given the implementation of a two-tiered local government system, thus avoiding land expropriation from households; and secondly, the compensation rates for agricultural land in the Sa Pa District New Administrative Center Project were deemed unreasonable, as there were two different compensation rates, with the latter being lower than the former.

After representatives of the households presented their opinions, leaders from relevant departments and agencies, as well as leaders of Sa Pa ward, responded and further clarified the related issues within their authority.
The detailed planning for the new Sa Pa District Administrative Center project was approved by the Lao Cai Provincial People's Committee in Decision 4289 dated November 30, 2016, and the adjusted detailed planning was approved in Decision 255 dated January 31, 2024.

Because the project has been underway for a long time, the compensation mechanisms and policies have changed (including the application of two different land compensation rates), resulting in numerous complaints and denunciations. These have been received and resolved according to regulations, and there are basically no further complaints. However, after the implementation of the two-tiered local government system, the People's Committee of the ward had to receive and resolve a case involving 29 citizens from Phan Si Păng 2 residential area, Sa Pa ward.


On September 24, 2025, the People's Committee of Sa Pa Ward issued a document responding to citizens, stating that: Investment and construction projects within the new Sa Pa administrative center area are implemented in compliance with current regulations on land and construction, and are included in the land use plan and the general planning of the Sa Pa National Tourist Area approved by the Prime Minister in Decision 266 dated March 20, 2023.
Regarding the project for the Sa Pa town administrative office building, the construction of most of the main components has been completed. Some auxiliary items and interior finishing are underway before it can be put into use. It will serve as the office for agencies and units of the ward, the province, and central government agencies. Based on the staffing levels of the agencies, the Sa Pa Ward People's Committee has arranged enough office space to ensure adequate facilities, fulfilling the project's original purpose without causing any loss or waste.
The Sa Pa Ward People's Committee has responded to these issues, but the households disagree and have submitted further petitions to the Provincial People's Committee.

On October 24, 2025, the Party Committee and People's Committee of Sa Pa ward, in coordination with several agencies and units, held a direct dialogue with households to provide additional information related to the project, the arrangement of agencies in the new administrative area after the implementation of the two-tiered local government system, and to answer some of the households' requests. At the end of the dialogue, the citizens basically understood the policy and the benefits of continuing the project. They continued to request clarification on issues related to compensation and resettlement arrangements.
Speaking at the dialogue session, Comrade Ngo Manh Hung - Deputy Director of Department I, Inspector General of the Government, highly appreciated the proactive, positive, and frank approach of Sa Pa ward and Lao Cai province in engaging in dialogue with the people; the citizens participating in the dialogue were very frank and appropriate.
The comrade suggested that local authorities continue to direct relevant agencies to carefully review and examine the issues of public concern, and send the results of the resolution to the Government Inspectorate for coordinated supervision and monitoring…

Concluding the dialogue session, Mr. Nguyen Thanh Sinh, Vice Chairman of the People's Committee of Lao Cai province, stated that the dialogue was conducted seriously, democratically, objectively, and with a high sense of responsibility, in accordance with the law.
The comrade stated clearly: The Sa Pa District New Administrative Center project is a large-scale project, included in the overall planning for the construction of the Sa Pa National Tourist Area approved by the Prime Minister, and its implementation schedule needs to be ensured.
The comrade requested that Party committees, local authorities, and relevant agencies, according to their functions, duties, and authority, strengthen coordination in providing documents and records to the people, ensuring openness and transparency. At the same time, they should clarify the issues raised by households, such as land location, planning maps, adjustment decisions, etc.; and fully implement all steps of land acquisition.

Regarding land compensation pricing, based on reports from relevant agencies and documented evidence, the comrade assessed that it was implemented in accordance with the law at that time and applied to the highest possible extent within the permitted framework, ensuring the legitimate rights and interests of the people.
The comrade requested the People's Committee of Sa Pa ward to continue proactively reviewing and accelerating land clearance work to ensure the project's progress and to overcome shortcomings and limitations, preventing delays and slow progress in project implementation, with a focus on fully implementing policies and regulations for people whose land is being acquired.
The comrade requested that the households agree to cooperate with the local authorities in implementing the approved plan, for the common development of Sa Pa, of which the people are the direct beneficiaries. After the dialogue, the Provincial People's Committee will issue a written response to the households...
