Thanh Oai dialogues with people about administrative reform

On December 5, Thanh Oai Commune People's Committee held a dialogue conference with organizations and individuals on administrative procedures and handling of administrative procedures in the area.

At the dialogue session, the Office of the People's Council - People's Committee of Thanh Oai commune reported the results of handling administrative procedures from July 1 to November 30, 2025. The People's Committee of the commune has synchronously deployed many solutions to control administrative procedures in a transparent, modern direction, taking people as the center of service. The work of receiving and handling documents strictly follows the principles, procedures, and time, and promptly updates the directive documents.

In nearly 5 months, the commune received 5,342 records, including 4,375 online records and 967 direct records; resolved 5,031 records, reaching 94%, especially no overdue records. All procedures are publicly and fully posted. The commune provides 431 online administrative procedures, including 81 full procedures and 350 partially online procedures. The digitization of records is implemented synchronously, ensuring electronic storage according to regulations.

The Commune People's Committee maintains many channels to receive feedback through the National Public Service Portal and the iHanoi platform; and posts a hotline to receive feedback. The level of people's satisfaction with the commune's public services reaches 18/18 points. People can rate their satisfaction through the QR code at the reception point.

Besides positive results, the commune also recognized many difficulties, such as limited awareness of technology and digital transformation among some people; some procedures on the Public Service Portal have not been fully updated; the system still has access errors, limitations in connection and data sharing, affecting process restructuring.

Vice Chairman of the Commune People's Committee Nguyen Hong Hai emphasized that the main purpose of the conference is for the commune leaders to directly listen to and absorb opinions, promptly adjust in serving the people. This is also an opportunity for the people to promote their ownership, give advice to the government in overcoming difficulties, improving the quality of administrative procedure settlement, thereby strengthening trust in the team of cadres and civil servants of the commune.

Vice Chairman of the Commune People's Committee Nguyen Hong Hai asked delegates to promote the spirit of democracy and responsibility, and give specific and practical suggestions to improve the effectiveness of administrative reform and effectively carry out the local political tasks.

At the dialogue, many opinions were directly raised, such as: Procedures for granting the first Land Use Right Certificate are still complicated; backlog of records from land consolidation, land allocation for services, and certificate correction; confirmation of land origin and coordination between the village and the commune People's Committee are still inadequate; some civil status procedures (birth registration, death registration, confirmation of marital status, etc.) are still stuck.

According to Vice Chairman of the Commune People's Committee Nguyen Hong Hai, administrative procedure reform is a measure of the service capacity and prestige of the government apparatus. The Commune People's Committee requires specialized departments to improve their responsibilities, absolutely avoid backlog of files due to subjectivity; at the same time, assign specialized agencies to respond in writing to the content related to non- agricultural land tax collection prices. Villages need to step up propaganda and mobilize community digital transformation teams to support people in carrying out procedures right at the grassroots level.

In the coming time, the People's Committee of the commune will continue to strengthen inspection, supervision, and promptly commend collectives and individuals who have done well; at the same time, seriously correct shortcomings. With the sense of responsibility and consensus of the people, the administrative reform work of Thanh Oai commune is expected to have a strong change, serving the people more and more professionally and effectively.
