After nearly 5 months of implementing the two-level local government model, with the strong direction of the Provincial Party Committee and the Provincial People's Committee in promoting decentralization and delegation of authority to implement administrative procedures, it has contributed to improving the quality of service for people and businesses. Initial results at public administrative service centers in the area show that the model is promoting practical effectiveness, aiming to build a "service government" close to the people, for the people.
Immediately after the merger of Lao Cai and Yen Bai provinces, Lao Cai province established the Provincial Public Administration Service Center (facility 1 in Yen Bai ward and facility 2 in Cam Duong ward) and 99 public administration service centers in communes and wards.
Public administrative service centers are given priority to be arranged with spacious headquarters, relatively good infrastructure and equipment, and a team of officials and civil servants with solid professional qualifications and experience in important fields to receive and process documents for the people.

Besides, after the Government issued 28 decrees on decentralization and delegation of power in the organization of two-level local governments, Lao Cai province is one of the leading localities in implementing strong decentralization in handling administrative procedures.
Accordingly, many important documents were issued to create a legal corridor for decentralization activities, especially in handling administrative procedures - an area that has a direct impact on the rights of people and businesses.
Strong decentralization helps communes be more proactive in their decision-making authority, while significantly reducing pressure on provincial levels, creating a foundation for localities to be more proactive in performing their tasks.
Bao Ha Commune is a locality that has recorded a large number of records after decentralization. According to statistics from the Commune People's Committee, after more than 4 months, the commune's public administrative service center has received more than 10,000 citizens coming to transact and carry out administrative procedures.
A total of 5,853 applications of all types were received, of which the online submission rate reached over 98%.

This data shows the change in people's habits, and also reflects the government's efforts to guide and support the implementation of online public services. Notably, the rate of early settlement is up to 97.78%, only 2.22% of records are overdue due to land records or additional verification.
Similarly, Yen Bai ward is the central area of the province, with a large population, so the number of people submitting documents to carry out administrative procedures is large and diverse in types. Therefore, the ward's public administrative service center has promoted its role as a pioneer in applying information technology and reforming administrative procedures.
"After more than 5 months of operation, the center has been operating stably and smoothly. Due to the large number of administrative procedures that people and businesses transact daily, the Center must have appropriate solutions to receive and process them promptly for people and businesses."
One of the areas with the largest number of transaction records is land. Accordingly, after implementing the two-level local government model, thanks to the strong decentralization and delegation of power to localities and the tax sector, the settlement of administrative procedures in this area has been effectively implemented by Yen Bai ward, shortening the waiting time of the people.

“In order to increase the rate of online application submission, especially for household registration and residence applications that are processed quickly, even within the day if all documents are complete, the Center has implemented a model of on-site citizen support by arranging personnel in various fields to be on duty at reception counters to advise and guide people when they encounter difficulties. Thanks to that, the effectiveness of administrative reform implementation has been promoted,” Ms. Tran Thi Huong added.
According to the report on administrative reform in the first 10 months of 2025 of the Provincial People's Committee, up to now, along with the establishment of public administrative service centers, the Provincial People's Committee has decentralized and authorized the settlement of over 320 administrative procedures, in 15 areas of state management such as: land, construction, agriculture , labor - war invalids and social affairs, justice, health, education, natural resources - environment... Of which, about 45% of administrative procedures are assigned to the People's Committee at the commune level to implement, helping people and businesses to be able to settle records right at the locality, significantly reducing time and travel costs.

In fact, the decentralization of administrative procedure settlement has created positive and clear changes in the operation of the administrative apparatus. In the past, people had to go to the district or provincial level to complete their paperwork, but now many procedures are handled directly at the commune and ward levels. Therefore, the average processing time has been reduced by 20-40%; the process has been shortened and made more transparent.
The electronic "one-stop" system at the commune level has been deployed uniformly, helping people easily monitor the progress of document processing. The satisfaction rate of people and businesses is regularly maintained at over 95%.
Mr. Tran Tri Dung - Deputy Director of Lao Cai Provincial Public Administration Service Center said: "Currently, Lao Cai province has a total of 2,200 administrative procedures (including provincial and commune levels); of which the number of administrative procedures eligible for providing full online public services is 1,078 administrative procedures; the number of administrative procedures that have provided full online public services is 855; the number of administrative procedures that have provided partial online public services is 1,248; the number of administrative procedures that have not been provided is 99 (currently being reviewed for implementation). Strive to provide 100% of administrative procedures to people and businesses to be implemented in full by the end of 2025".

Although the initial administrative reform work and the operation of public administrative service centers have achieved important results, there are still many difficulties and problems that need to be overcome in order to standardize administrative procedures step by step to better serve people and businesses.
