As soon as the two-level local government model was put into operation, Sa Pa region faced new opportunities but also many challenges, especially in inter-regional management. However, the breakthrough initiative - the coordination regulation between Sa Pa ward and 5 neighboring communes, was implemented with positive results, highly appreciated by the Provincial Party Standing Committee and requested to be studied and replicated. The model not only helps to thoroughly solve arising problems but also lays a solid foundation for the development of the area.

The emergence of the two-tier local government model has created challenges in synchronizing actions and inter-regional coordination between Sa Pa ward and neighboring communes. In that context, the inter-regional coordination regulations between Sa Pa ward and 5 neighboring communes were issued to ensure harmonious, continuous and effective development. After just over 5 months of implementation, this initiative has proven its effectiveness, especially in the context of localities needing to quickly stabilize their apparatus.


As a central ward, Sa Pa plays the role of “nucleus”, connecting “satellite” communes to create seamless and attractive tourism products. The biggest difference is that instead of operating individually, now 6 communes and wards have worked together to build and promote a common tourism brand. Inter-regional coordination has helped cultural and tourism events become larger in scale and more diverse in identity. Cultural festivals, imbued with the identity of the Mong and Dao ethnic groups in the communes of Ta Van and Ta Phin, are organized in a series of events, with mutual support in human resources, promotion and security.


Localities actively coordinate to successfully organize cultural and tourism events such as summer, autumn and winter festivals... Thereby, not only creating great attraction for tourists but also helping "satellite" communes promote their inherent cultural and tourism potential.

The coordination regulations create a synchronous mechanism in planning management and construction order. The synchronization in action has gradually restored order in construction management in the area.


The effectiveness of the inter-regional coordination regulations does not stop at tourism and construction order but also spreads to many other important areas, helping to consolidate the effectiveness of administrative management according to the two-level local government model. In forest fire prevention and fighting, natural disaster prevention and control, and security and order assurance, the coordination regulations have formed a mechanism for timely information exchange and mutual support between localities.

Specifically, in forest fire prevention and control, when a commune or ward detects a risk of forest fire, the information will be immediately reported to neighboring localities, mobilizing a combined force to handle the situation more effectively. Or in the field of security and order, patrolling and control, especially in border areas, are carried out synchronously, helping to promptly prevent complicated incidents, ensuring absolute safety for people and tourists. More importantly, coordination helps the new administrative apparatus to operate quickly, minimize overlap and avoid interruptions when transferring tasks.
