Proposal to adjust the allowance coefficient for commune leadership positions from 2026

The Ministry of Home Affairs proposed adjusting the leadership position allowance coefficient for Departments under the Ministry and commune-level leaders from 2026 to suit the tasks of each position after the administrative apparatus rearrangement.

The Ministry of Home Affairs is drafting a Decree amending and supplementing a number of articles of Decree 204 of 2004, which proposes to change the level of leadership allowances for positions in the Department and commune levels. The Decree is expected to take effect from January 1, 2026.

Position allowance is an additional income for those holding leadership, management or executive positions, to compensate for higher responsibilities and workload. The allowance applies to civil servants, public employees, and armed forces and is calculated based on the current basic salary of 2.34 million VND multiplied by the allowance coefficient.

Regarding the Departments under the Ministry, the draft divides them into two groups: Departments of type 1 and Departments of type 2. Departments of type 1 are advisory units, assisting the Minister in state management and law enforcement in the field of centralized and unified management at the central level. Departments of type 2 advise and resolve specialized issues according to the Minister's decentralization.

For a Type 1 Department, the draft proposes a 0.1 higher allowance coefficient than the corresponding position of a Type 2 Department. The Director enjoys a coefficient of 1.1; Deputy Director 0.9; Head of Department or Branch Director 0.7; Deputy Head of Department 0.5. Positions in the Branch Department are supplemented with an allowance of 0.3 for the head and 0.2 for the deputy. If approved, the Director's allowance will be 2,574,000 VND per month; Deputy Director 2,106,000 VND; Head of Department 1,638,000 VND; Deputy Head of Department 1,170,000 VND.

For Type 2 Departments, the allowance level remains the same as current: Department Director receives 1; Deputy Department Director 0.8; Department Head or Branch Director 0.6; Deputy Department Head or Deputy Branch Director 0.4; Team Leader 0.3; Deputy Team Leader 0.2. The lowest level is 468,000 VND for Deputy Team Leader and the highest is 2,340,000 VND per month for Department Director.

For commune-level leaders , the draft divides allowances into two levels: one applies to Hanoi and Ho Chi Minh City (due to the characteristics of population size, workload and particularly large urban management requirements), the remaining level applies to other provinces and cities.

In Hanoi and Ho Chi Minh City, the chairperson of the People's Committee at the commune, ward, and special zone levels receives a coefficient of 0.7; the vice chairperson 0.6; the head of a department under the People's Committee 0.35; and the deputy head of a department 0.2. Correspondingly, the lowest allowance is 468,000 VND for the deputy head of the department and the highest is 1,638,000 VND per month for the chairperson of the commune, ward, and special zone.

In other provinces and cities, the commune chairman receives a coefficient of 0.6, equivalent to 1,404,000 VND per month; the vice chairman receives 0.5, equivalent to 1,170,000 VND; the department head receives 0.25, equivalent to 585,000 VND; the deputy department head receives 0.15, equivalent to 351,000 VND.

The proposed allowance for commune-level leaders is 0.05-0.1 lower than the old district level. The Ministry of Home Affairs said that this plan is consistent with the functions, tasks and authority of the commune level after the rearrangement, avoiding the notion that "commune level is a miniature district level".

The draft also sets out the principles for retaining and receiving allowances during the transition period. Commune-level leaders from July 1, 2025 to December 31, 2025, who are receiving a lower level, will receive back pay according to the new coefficient and pay social insurance. Department leaders under the Ministry from March 1, 2025 until the decision to classify the Department will temporarily apply the allowance of the Department type 2 and will receive back pay for the difference. In cases where they are receiving a higher position allowance due to the reorganization of the apparatus, they will continue to be retained until the end of the prescribed period.

From July 1, the local government system was reorganized nationwide, from 63 provinces and cities to 34; the number of commune-level units was reduced from more than 10,000 to 3,321.
