On the afternoon of December 4, Vice Chairman of the City People's Committee Tran Van Quan inspected the site clearance and disbursement of public investment capital for projects in the Kim Thanh area. He was accompanied by leaders of relevant departments, branches, sectors and localities.

At the inspection, Vice Chairman of the City People's Committee Tran Van Quan acknowledged the efforts of localities in site clearance, helping to ensure the progress of basic projects.

However, the disbursement rate of public investment capital has only reached 71.56%, still low compared to the requirement. He requested units to continue to accelerate progress, be flexible in implementation, and ensure 100% disbursement in 2025.

Regarding the Kim Thanh Area Construction Investment Project Management Board, Vice Chairman of the City People's Committee Tran Van Quan requested to focus on removing difficulties and obstacles to ensure project progress. Communes should strengthen environmental sanitation on the roads, maintain the general landscape clean and beautiful, creating a spacious appearance for the area.

Previously, the delegation inspected the field and surveyed three projects including: Interchange connecting National Highway 17B - National Highway 5 - Hanoi - Hai Phong railway; East - West axis road and branch to the National Highway 5 overpass intersection; project to renovate, upgrade and expand the road section from the former Kim Thanh District Party Committee intersection to Ngu Phuc roundabout.

The project's progress has encountered many difficulties due to construction on Highway 5 with heavy traffic volume and near the railway, requiring strict traffic safety.

The investment project to build an interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway has a scale of an elevated roundabout overpass, with a total land use area of ​​about 16.7 hectares. The total investment is 1,867 billion VND; the project is expected to be completed in December 2025. To date, about 70% of the construction volume has been achieved.

The East-West axis road project (total investment of 844.47 billion VND) has 2 component projects. Of which, the 3.75 km section has been completed and put into operation; the 12 km section is being implemented with 3 packages, reaching about 40% of the volume. The project to renovate and upgrade the road from the District Party Committee intersection to Ngu Phuc roundabout has reached about 50% of the volume.

Chairman of Phu Thai Commune People's Committee Nguyen Phuc Cong reported on the progress of public investment disbursement at the working session with the inspection team. According to the report, by November 30, 2025, Phu Thai Commune had completed the disbursement of 100% of public investment capital, ensuring the assigned progress.

According to the Kim Thanh Area Construction Investment Project Management Board, the unit's public investment capital plan for 2025 was assigned more than VND 478.28 billion for 51 projects. As of December 3, 2025, the disbursement value reached VND 342.2 billion, equal to 71.56% of the plan.
