Towards the 11th National Patriotic Emulation Congress:

Looking back over the past five years, the patriotic emulation movement has left its mark in all fields, contributing to common achievements, creating a solid foundation for the whole country to enter a new era.

Many movements "finish early"

It can be seen that in the period of 2021-2025, the domestic and international situation has undergone many fluctuations. However, it is from these difficulties and obstacles that the spirit, will and mettle of the entire nation have been affirmed, in line with the theme of the 10th National Patriotic Emulation Congress (held on December 10, 2020): "Solidarity, creativity, emulation to build and defend the Fatherland".

A typical example is the emulation movement "All people unite to prevent, fight and defeat the Covid-19 pandemic", which is seen as a special general mobilization, creating the combined strength of the entire political system and the entire people. During the peak of the epidemic prevention period alone, the Covid-19 Vaccine Fund mobilized more than 10,800 billion VND from the support of the people and businesses. Notably, despite being heavily affected by the epidemic, Vietnam still achieved an impressive growth rate of Gross Domestic Product (GDP), after an increase of 2.56% in 2021, GDP in 2022 reached a record 8.02%, the highest in more than a decade, clearly demonstrating the effectiveness of the "dual goal" and the rapid recovery.

The emulation movement "The whole country joins hands to build new rural areas" continues to be strongly implemented, contributing to clearly changing the face of rural areas and improving people's lives. By 2024, nearly 80% of communes nationwide will meet new rural standards; many localities will have 100% of communes meeting the standards. Average income in rural areas will increase, the poverty rate will decrease rapidly, and security and order will be maintained. In addition, the movement "Join hands to eliminate temporary and dilapidated houses nationwide by 2025" will be vigorously implemented, completing 5 years and 4 months ahead of schedule.

From practice, all levels, sectors and localities have innovated and created to effectively carry out emulation movements. In the field of Trade Unions, the movement "Good workers, creative workers" has left many impressions with the programs: "75 thousand initiatives to overcome difficulties and develop"; "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic"; "Creative Labor Festival" in 2025... During the whole period, 2,792,183 initiatives were recognized, bringing in a value of about 102,920 billion VND. Similarly, the Vietnamese tourism industry has strongly recovered and made a breakthrough; in the first 10 months of 2025, it welcomed nearly 17.2 million international visitors, achieving revenue of 858 trillion VND.

The Public Administration Reform Index (PAR Index) and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) continued to improve. The rate of administrative procedures performed online at levels 3 and 4 has exceeded 85% in many localities.

Hanoi is a pioneer in many movements.

Contributing to the overall success of the country, Hanoi city affirms its role as the Capital - the political, economic and cultural center, with many leading movements. A typical example is the movement "Capital Innovation and Creativity" - a unique movement, demonstrating the spirit of innovation. From 2021 to May 2025, the Department of Science and Technology recognized 4,968 city-level initiatives with practical effectiveness. Thanks to that, Hanoi has ranked first in the country in the Local Innovation Index (PII) for 3 consecutive years. Hanoi's information technology industry index is always in the top 3.

In particular, Hanoi was recognized by the Prime Minister as having completed the task of building new rural areas by 2024, finishing one year early. Hanoi has 100% of its communes meeting new rural standards (more than 380 communes). The city also leads the country in the One Commune One Product (OCOP) Program with more than 2,500 recognized products...

During the 2020-2025 period, Hanoi has given special and extraordinary awards to 20,283 collectives and individuals with outstanding achievements; 1,933 collectives and individuals were awarded by the President and the Prime Minister; the City People's Committee awarded 50,101 collectives and individuals. The City's Emulation and Reward Council selected 52 exemplary delegates to attend the 11th National Patriotic Emulation Congress.

The 11th National Patriotic Emulation Congress is scheduled to take place in December 2025, with the theme: "Emulating innovation, creativity, accelerating breakthroughs to bring the country into an era of strong, civilized, and prosperous development".

Directing the preparation work for the 11th National Patriotic Emulation Congress, Politburo member and Prime Minister Pham Minh Chinh emphasized: The Congress will not only summarize the emulation movement for the 2021-2025 period, honor outstanding collectives and individuals, but also create motivation and inspiration for the emulation movement for the 2026-2030 period, including the target of double-digit growth.

According to Minister of Home Affairs Do Thanh Binh, up to now, the preparation work has been urgently deployed by the subcommittees of content, propaganda, logistics and security, basically completed, ready for the Congress to be a great success.
