The report at the training conference on social insurance, health insurance, and unemployment insurance organized by the Steering Committee for the implementation of social insurance and health insurance policies in the city on December 3 said that the health insurance coverage rate reached nearly 96% of the population; the number of people participating in compulsory social insurance, voluntary social insurance, and unemployment insurance all exceeded the targets assigned by the City People's Council. These figures reflect the efforts of the entire political system in the area.

Director of Hanoi Social Insurance Nguyen Ngoc Huyen, Deputy Head of the Steering Committee for the implementation of social insurance and health insurance policies in the city, assessed that the early completion and exceeding of targets is a positive signal, but social security work is facing many new requirements. The urban government model, the strong shift of the labor market and legal adjustments related to social insurance and health insurance pose higher demands on grassroots staff.

According to Ngo Xuan Giang, Head of the Social Insurance Regime Department (Hanoi Social Insurance), through the training conference, grassroots staff were focused on disseminating and analyzing new points of the Social Insurance Law 2024, Decree No. 158/2025/ND-CP of the Government and documents guiding the implementation and implementation of the regulation on reducing the minimum social insurance payment period to 15 years to receive pension from July 1, 2025.

This is an important adjustment step, helping to expand opportunities for ensuring old age for older workers and informal workers. In addition, the policy of supplementing maternity benefits for voluntary social insurance participants - a support level of 2 million VND for each child, applicable to fathers - is considered a practical solution to promote the expansion of voluntary social insurance coverage...

Regarding health insurance development, Head of Health Insurance Regime Department (Hanoi Social Insurance) Nguyen Huu Tuyen commented: "The regulation of removing administrative boundaries for 62 rare/critical diseases and expanding the benefit level at many medical examination and treatment facilities brings great benefits to participants. Patients enjoy higher payment levels when they go to the place they did not register for initially, both inpatient and outpatient. This is especially meaningful for Hanoi - where there are many patients with long-term treatment at the final level".

Within the framework of the training program, the lecturers provided detailed instructions on the conditions for enjoying sick leave, maternity leave, and death benefits according to new regulations; voluntary occupational accident insurance for workers without contracts; methods for determining health insurance benefits when using citizen identification cards or the VNeID application instead of health insurance cards... These contents contributed to solving difficulties and problems at the grassroots level in recent times.

Promote the application of information technology

One of the focuses of the conference was to promote the application of information technology to handle administrative procedures. Deputy Head of the Hanoi Social Insurance Office Nguyen Xuan Tham said that Hanoi is currently the leading locality in the number of records processed through the electronic environment. However, to achieve the goal of 100% of enterprises and administrative units conducting electronic transactions with social insurance agencies, closer coordination is needed between departments, branches and commune-level authorities. Interconnected procedures such as "birth registration - permanent residence registration - health insurance card issuance for children under 6 years old", "death registration - permanent residence cancellation - funeral expenses settlement" have created great convenience for people. Integrating health insurance information on citizen identification cards and electronic identification accounts also helps reduce procedures, shorten medical examination and treatment times, and limit fund abuse... The training content on digital transformation is considered practical, helping grassroots officials grasp new processes, instructing people to use online public services, and pay voluntary social insurance and family health insurance through digital banking platforms.

Discussing at the conference, delegates brought up many practical situations such as those related to delayed records, determining payment time, benefits when going to a different medical facility, death records with residence factors, etc. The lecturers explained in detail and provided unified instructions to reduce errors in the implementation process.

Hanoi is aiming to build a “professional handbook” for commune and ward officials - a document that is expected to become a common standard in implementing social insurance and health insurance policies. When the process is standardized, the settlement of policies becomes faster and more transparent, contributing to increasing people's trust in social security policies.

According to Head of the Department of Propaganda and Participant Support (Hanoi Social Insurance) Duong Thi Minh Chau, in the context of the social security system continuously improving, the labor market fluctuating and people's demands increasing, standardizing professional skills, accelerating digital transformation and strengthening the capacity of grassroots staff will be the foundation for Hanoi to continue to maintain its leading position in the country in social security development.
