Dong Nai Provincial Social Insurance accelerates "sprint", determined to complete the 2025 target

Many positive results

In recent years, Dong Nai has always been in the group of provinces and cities with the highest number of participants in social insurance, health insurance, and unemployment insurance in the country. This is the result of the characteristics of a strongly developed industrial province, attracting a large number of immigrant workers.

According to the report of the provincial Social Insurance, as of October 27, 2025, Dong Nai has over 1 million people participating in compulsory social insurance; 35,000 people participating in voluntary social insurance; 1 million people participating in unemployment insurance; more than 3.7 million people participating in health insurance. The total revenue from social insurance, unemployment insurance, and health insurance in the province reached over 26,218 billion VND, equivalent to 76.4% of the plan assigned by Vietnam Social Insurance.

The work of resolving regimes and policies was implemented promptly and in accordance with regulations, with more than 1.2 million social insurance records processed. Unemployment insurance alone supported over 42.4 thousand cases, ensuring the rights of workers. Health insurance examination and treatment continued to be expanded, with 145 medical facilities signing contracts for medical examination and treatment, serving more than 7.7 million beneficiaries, with a total expenditure of over 3.7 trillion VND.

Notably, Dong Nai Social Insurance continues to promote administrative reform and digital transformation. 100% of administrative procedures are carried out at level 4, all transaction records are via public services, contributing to improving the satisfaction of people and businesses. Propaganda work is also widely deployed, with diverse forms.

In addition to the achieved results, the representative of Dong Nai Social Insurance also said that as a locality with a large, diverse and rapidly changing workforce, completing the target of developing new participants is always a very heavy task. To achieve the goal, it requires the highest efforts of the entire industry and close coordination of departments, branches and authorities at all levels.

Speed up to complete the target

Emphasizing that the last month of the year is the key time to accelerate the completion of targets and tasks for 2025, Director of Dong Nai Social Insurance Pham Minh Thanh said that the provincial Social Insurance has clearly assigned responsibilities to each leader and each unit. The provincial Social Insurance leaders also requested the entire system to focus on performing tasks according to specific time frames. Deputy Directors in charge of key areas will directly urge district-level Social Insurance to develop participants and handle the situation of late social insurance payments.

At the same time, the sector has strengthened coordination with the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies at the provincial level and local authorities. The review of the list of people who have not participated; the establishment of propaganda teams; the organization of communication conferences at communes, wards, neighborhoods, hamlets, etc. are being carried out continuously until the end of the year. The goal is not to miss out on potential subjects, ensuring universal health insurance coverage, especially for informal workers and agricultural, forestry and fishery households.

Along with developing participants, the provincial Social Insurance also identified inspection and handling of arrears as a key task. The Inspection Department and interdisciplinary teams were assigned to conduct surprise inspections of businesses that were late or evaded paying social insurance. At the same time, data shared from the Tax, Finance, Labor agencies, etc. was used to identify potential target groups, requiring businesses to fully participate in accordance with regulations.

A notable point is the innovation in propaganda work: from posting posters, launching a movement to give health insurance cards, supporting voluntary social insurance books for the poor, to organizing customer conferences, launching campaigns in small groups; the way of "going to every alley, knocking on every door" clearly shows the flexibility and closeness to the people in implementing social security policies.

With the determination to "leave no one behind", Dong Nai Social Insurance aims to reduce the rate of late payment to below 1.5% by December 31, 2025, reaching 100% of students and people under the policy having health insurance cards; at the same time, significantly expanding the number of people participating in family health insurance and voluntary social insurance.

The provincial Social Insurance leaders emphasized that the last month of the year is a big challenge, but it is also a time to affirm the management capacity, solidarity and sense of responsibility of the entire Social Insurance sector of Dong Nai province - towards the goal of sustainable social security coverage.
