Looking back on the 5-year journey of the 15th National Assembly term, the National Assembly deputies realized that "the National Assembly has done everything and more" to perfect the legal system, contribute to stabilizing the macro-economy, create a foundation for inclusive sustainable growth, enhance national competitiveness, strongly attract foreign investment, protect human rights and civil rights, promote social justice, strengthen national defense and security, maintain national sovereignty , and enhance our country's position in the world.

National Assembly Deputy Nguyen Thi Thuy (Thai Nguyen) highly appreciated the Report on the work of the 15th National Assembly's tenure, which focused on clarifying the outstanding achievements, efforts and continuous reforms of the National Assembly throughout the past tenure in all areas of work.

Concerned about innovation in the approach to law-making, delegate Nguyen Thi Thuy emphasized that this is a very important issue. Right after the speech of General Secretary To Lam at the opening session of the Eighth Session, the National Assembly Chairman and the Prime Minister directed every day and every hour to effectively implement the requirements of the General Secretary and the Politburo. Since the Eighth Session, the spirit of innovation in thinking in law-making has quickly permeated all stages and steps of the law-drafting process.

Accordingly, instead of the previous requirement to promulgate specific laws to have direct effect, the recently promulgated laws, especially the laws on development, only regulate framework issues, issues of principle and under the authority of the National Assembly; while specific issues, practical issues that often fluctuate, are assigned to the Government to regulate in order to respond flexibly to policies. Instead of the previous thinking that it requires heavy management, the recently promulgated laws face the requirement that laws are not only a tool for management but also a driving force to promote development.

In addition, it has reduced time and procedures in law-making, minimized unnecessary procedures and processes; innovated thinking in removing legal bottlenecks. The National Assembly has authorized the Government and the National Assembly Standing Committee to issue resolutions to amend the laws of the National Assembly and this mechanism is allowed to be implemented until the end of February 2027.

Building a team of cadres for the new era

To continue implementing the innovation of thinking in law-making, delegate Nguyen Thi Thuy said that with the new requirement that the law only regulates framework issues and issues of principle, the National Assembly Standing Committee needs to promptly organize a preliminary review and assessment of the implementation of this policy in about 100 laws that have been amended and promulgated by the National Assembly since the 8th Session up to now, drawing experiences for more effective implementation in the coming time.

On the other hand, the current law only regulates framework issues, so there will be many policy-related issues that will be included in the Government's decree. Therefore, delegate Nguyen Thi Thuy suggested that during the drafting process, the Government should organize a wide consultation before issuing a decree for policies with a wide scope of impact.

The delegate also suggested that the National Assembly Standing Committee direct profound innovation in the supervision of the promulgation of detailed regulations; National Assembly agencies closely supervise the drafting of decrees and circulars of the Government and ministries and branches to ensure that the legislative spirit and legislative will of the National Assembly will be reflected in the detailed regulations in these documents.

Believing that an important factor that determines the quality of the National Assembly's activities is the National Assembly deputies, National Assembly Deputy To Van Tam (Quang Ngai) stated that the XV deputies have truly been representatives of the people, demonstrating their qualities, mettle, intelligence, and enthusiasm, and have excellently fulfilled the role and tasks of elected representatives. In particular, they have always been close to the people, listened to their opinions, and promptly and fully grasped their aspirations to reflect them to the National Assembly, the Government, and competent agencies. Full-time National Assembly deputies have promoted their full-time role and professionalism; full-time deputies working at the Nationalities Council and the National Assembly Committees have demonstrated their core role and are truly the nucleus in the activities of the National Assembly's agencies.

With such a "core" role, delegate To Van Tam said that the National Assembly needs to pay attention to and continue improving working conditions for National Assembly deputies in general, full-time National Assembly deputies in particular, especially full-time deputies working at the Central level in terms of working equipment and means of transportation to better promote the role and responsibility of elected representatives.

Emphasizing the building of a team of cadres for the new era, National Assembly Deputy Ngo Trung Thanh (Dak Lak) said, "We have good laws and the right policies, but to be successful, the decisive factor is still people."

Therefore, according to delegate Ngo Trung Thanh, it is necessary to soon complete the law to build a team of responsible, brave, professional, honest, technologically proficient officials with innovative thinking and development creation capacity. In particular, there is room for officials to be confident, dare to act and boldly act for the common good, for a strong and prosperous Vietnam.

In the current context, although there are still many difficulties and challenges ahead, delegates believe that under the leadership of the Party, the efforts and responsibility of the National Assembly, the Government and agencies, together with the trust and solidarity of the People, we will soon realize the aspiration for strong development so that our country can rise high in the new era.
