Many delegates said that the merger cannot be just a mechanical addition, but must solve the big and difficult problems that are being raised.
Delegates emphasized that the new Program must have a clear set of criteria to avoid overlapping and dispersion of resources, while ensuring the focus of support is on the right subjects. For mountainous provinces and ethnic minority areas, this is an especially important resource, contributing to narrowing the development gap, strengthening border security and stabilizing people's lives.
Many opinions suggested clarifying the overall orientation of the Program, avoiding spreading and overlapping with the regular tasks of ministries and branches. Some delegates suggested adding content on risk reduction and climate change response; expanding the beneficiaries to near-poor households and Kinh people living in particularly difficult areas; and promptly completing the criteria for delimiting areas to unify implementation.
Many delegates also emphasized the importance of developing production, creating sustainable livelihoods, prioritizing essential infrastructure and promoting the digital economy in disadvantaged areas. The design of the Program needs to be unified but not mixed, ensuring effectiveness and suitability to the specific characteristics of each region.
