The conference was organized under Decision No. 3442/QD-BKHCN dated October 31, 2025 of the Minister of Science and Technology on approving the plan to organize training on data management for civil servants and public employees on digital platforms.
In her opening speech, comrade Le Huong Giang - Head of the Department of Organization and Personnel emphasized that personnel work and management of civil servants and public employees are regular tasks, of special importance in ensuring the operational efficiency of each agency and unit.

According to the Director of the Department of Personnel Organization, in the context of the Fourth Industrial Revolution and the strong digital transformation process, the application of digital technology in human resource management is not only an inevitable trend but also a strategic solution to improve transparency, modernity and efficiency in personnel organization work.
Comrade Le Huong Giang said that 2025 marks an important turning point when the Ministry of Science and Technology and the Ministry of Information and Communications merge. Building a civil servant and public employee data management system on a digital platform will help the Ministry arrange and deploy staff in accordance with the new model, meeting development requirements in the coming period.
To date, the Ministry of Science and Technology has built and upgraded the software for managing cadres, civil servants, public employees and workers, managing more than 6,300 personnel records, including those of working, retired and transferred cadres. The system has successfully connected and synchronized data with the National Database of cadres, civil servants and public employees operated by the Ministry of Home Affairs, ensuring consistency, accuracy and information security.
However, there are still some limitations in the management of human resource data such as: data has not been fully updated, some units have not exploited the software effectively, and the digital capacity of focal staff is not uniform. Therefore, this conference aims to help staff and leaders of units grasp the features of the system, thereby exploiting it more effectively and contributing ideas to improve the software.
At the Conference, comrade Duong Ton Bao - Deputy Director of the Department of Organization and Personnel introduced and guided the Regulations on updating, exploiting and managing the Database of cadres, civil servants, public employees and workers of the Ministry of Science and Technology.

The Regulation consists of three chapters, specifically regulating the decentralization of data management, the responsibilities of units and individuals, and the principles of ensuring information security and protecting personal data. Each officer, civil servant, public employee and worker is given a personal account to proactively update and exploit information on the system.
In addition, the Information Technology Center is responsible for building, operating and ensuring technical infrastructure for the system; periodically backing up data and ensuring information security and safety.
Presenting at the Conference, Mr. Tran Quang Hung, Acting Director of the IT Center, introduced a human resource management database model based on the principles of "Correct - Sufficient - Clean - Live - Unified - Shared". This model helps to form an overall picture of each officer's information, supporting leaders to monitor the human resource development roadmap, while minimizing manual workload.

Notably, the system will integrate artificial intelligence (AI) in personnel organization operations, such as: analyzing and forecasting human resources; supporting decision-making in planning and appointment; and deploying automatic data lookup chatbots, helping to retrieve information quickly and accurately.
Speaking at the Conference, comrade Duong Ton Bao Bo shared that implementing human resource data management using digital technology is not only a change in tools, but also a comprehensive transformation in management thinking, leadership methods and public service culture.
This is one of the important steps for the Ministry of Science and Technology to continue affirming its pioneering role in innovating state management through science, technology and digital transformation, towards building a professional - modern - effective Ministry of Science and Technology.
