At the dialogue session, the Department of Immigration Management announced the situation and results of receiving and handling administrative procedures in the first 9 months of 2025.

Accordingly, in 2025, the Department of Immigration Management of the Ministry of Public Security continued to organize and implement and achieved some remarkable results. The Department of Immigration Management has reviewed administrative procedures in the field of immigration and aviation security; proposed a plan to reduce and simplify 8 administrative procedures related to ABTC cards and has been approved by the Prime Minister. Coordinated with the Office of the Ministry of Public Security to deploy 40 public services in the field of immigration management and 13 public services in the field of aviation security on the Ministry of Public Security's public service portal.

In particular, during the 50-day peak period of issuing electronic identification to foreigners, the Immigration Department has stepped up propaganda and guidance on issuing electronic identification to foreigners on media inside and outside the force. As of July 20, 2025, the Immigration Department and local police have received 25,517 applications from foreigners requesting level 2 electronic identification.

In 2025, the Department will continue to put into smooth and effective use the operational management software for leaders, officers and soldiers of the unit. Deploy digital platforms and software to serve professional activities, operational management and data management on immigration. Modernize processes, apply advanced technology to serve immigration control and ensure aviation security at airports nationwide...

During more than 2 hours of dialogue, with the topic of direct dialogue on administrative procedures, handling administrative procedures in the field of immigration, representatives of agencies, organizations, enterprises, and diplomatic missions raised questions, recommendations, and proposals according to the topics. Major General Nguyen Ba Tuan and representatives of leaders of professional departments and functional units also exchanged and answered frankly, in accordance with legal regulations, and at the same time suggested many directions for improvement suitable to reality.

In his concluding remarks, Major General Nguyen Ba Tuan sincerely thanked and deeply accepted the opinions at the Conference. The Party Committee and leaders of the Department of Immigration Management pledged to concretize them with specific programs, plans and solutions; constantly innovate thinking and management methods; continue to promote administrative reform, digital transformation in the fields of immigration and aviation security; expand and upgrade online public services, strengthen connections and data sharing with ministries, branches and localities; minimize paperwork and time for handling procedures while still ensuring strictness and compliance with the law.

At the same time, strengthen inter-sectoral coordination in the management of foreign investment; maintain and expand dialogue channels and periodic exchanges with ministries, branches, localities, diplomatic missions, international organizations, and domestic and foreign business associations to promptly remove obstacles and provide maximum support within the legal framework, contributing to building a safe, friendly, and attractive investment and tourism environment, while still firmly ensuring national security, social order and safety.
