The draft Decree regulating policies to attract and utilize talents for the Vietnam People's Army has just been sent by the Ministry of National Defense to the Ministry of Justice for appraisal.
According to the draft, the subjects to be recruited into the military include cadres, civil servants, and public employees. Individuals who are Vietnamese in the country and abroad who are not cadres, civil servants, or public employees include: Chief engineers, chief architects, experts, managers, business administrators, leading scientists , excellent graduates, talented young scientists, talented young engineers, etc.
The subjects of talent recruitment include: Officers, professional soldiers, defense civil servants, workers and defense officials working in the army.

Enjoy many housing policies, bonuses, and additional allowances
Those who are attracted to join the military and are promoted to be talented people will receive military uniforms, special meals, and necessities in addition to current regulations when on duty; and will be given priority to rent public housing according to the norm (townhouses with a construction land area of 60m2 or apartments of 60m2; the maximum level is a townhouse with a construction land area of 150m2 or an apartment of less than 145m2, the maximum cost for interior equipment is 200 million VND).
The Minister of National Defense shall consider and make appropriate decisions based on the rank, position, title, and achievements of each subject and the public housing project.
In case of not having official housing but having to rent a house, they will be supported with house rent; will be given priority to participate in housing and land projects, in which they will be given the highest priority in the group of cadres, civil servants and public employees to buy social housing.
Regarding bonuses, the above subjects are entitled to a one-time bonus of at least 6 times their current salary from the results of scientific research, inventions, useful solutions, and industrial designs applied to military activities, bringing high efficiency. The Minister of National Defense will decide on the bonus level to ensure it is commensurate with the efficiency achieved.
For excellent graduates, according to the draft, they will receive a monthly support allowance equal to 250% of their current salary for 5 years from the date of recruitment decision by the Minister of National Defense.
Other subjects are entitled to a monthly additional allowance equal to 350% of their current salary for a period of 5 years from the date of recruitment.
Cases eligible for higher additional support allowances include: Professors and associate professors who preside over consulting and proposing policies and solutions or have breakthrough scientific research projects in strategic and key sectors at the national or international level that are applied in practice with high efficiency; ministerial-level chief architects and project chief architects, equal to 500% of current salary...

The Ministry of National Defense also proposed many policies on additional allowances for those who are considered to be talented. Among them, officers, professional soldiers, defense civil servants, workers and defense officials will receive additional allowances equal to 400% of their current monthly salary.
Professors and associate professors who preside over consulting and proposing policies and solutions or have breakthrough scientific research projects in strategic and key sectors at the national or international level that are applied in practice with high efficiency will receive an allowance equal to 550% of their current salary.
In addition to the above-mentioned additional allowance, the Minister of National Defense shall, based on the results of the annual task performance assessment through the quantity, quality and progress of products/work, decide to increase the allowance by 50-100% of the current salary for individuals with outstanding achievements.
Those who are attracted and promoted to be talented people can also enjoy policies on training and fostering; salary arrangement, promotion, rank increase, salary increase; planning, mobilization, appointment, rotation; equipment, means and working human resources; nursing regime, honor and reward according to regulations of the Minister of National Defense.
For those who are attracted to join the army, they and their families who are living abroad and returning to Vietnam to reside will be supported with airfare costs from their home country to Vietnam; supported with introductions and created conditions to access suitable study and job opportunities for their spouses and children; recruited through selection or reception...

The issuance of the above decree, according to the Ministry of National Defense, is necessary and urgent, contributing to the completion of the goals set out in the Project "Policy to attract and utilize talents for the Vietnam People's Army until 2030, with a vision to 2050" approved by the Prime Minister.
