Appendix II specifies the list of products and goods that must undergo conformity assessment according to the corresponding technical standards, such as DVB-S/S2 satellite digital television signal decoders, television receivers with integrated DVB-T2 terrestrial digital television signal reception (iDTV) function, radio transmitters and receivers used in fixed or mobile terrestrial wireless communication services, etc.

This list includes groups of electronic and telecommunication equipment that have the potential to pose safety risks when circulating in the market and require management according to national technical standards. Products and goods belonging to Group 2 that integrate other products and goods belonging to Group 2 must undergo conformity certification and declare conformity with all applicable technical standards applicable to that product and the integrated product. Products and goods belonging to Group 2 that are subject to two or more technical standards must undergo conformity certification and declare conformity according to the provisions of those technical standards. When new standards replace or amend existing ones, organizations and individuals must comply with the provisions of the new standards.
Circular 29/2025/TT-BKHCN serves as the basis for managing products and goods that may pose safety risks in the information technology and telecommunications sectors under the management of the Ministry of Science and Technology . Certificates of conformity and notices of acceptance of conformity declarations issued before the Circular comes into effect will continue to be valid until the expiration date stated on the certificate.
The issuance of Circular 29/2025/TT-BKHCN contributes to perfecting the legal framework for managing Group 2 products and goods in the information technology and telecommunications sector, ensuring technical safety, improving product quality, and creating a basis for the uniform application of national technical standards in production, import, and business activities.
