List of products and goods that are potentially unsafe in the field of information technology and telecommunications

On November 13, 2025, the Ministry of Science and Technology (MOST) issued Circular No. 29/2025/TT-BKHCN stipulating the List of products and goods that are likely to cause insecurity in the field of information technology and telecommunications under the management of the Ministry (List of products and goods group 2); at the same time, it stipulates the principles for managing products and goods in this list. The Circular takes effect from December 31, 2025.

According to Circular No. 29/2025/TT-BKHCN, the List of products and goods that are likely to cause unsafety in the field of information technology and telecommunications is specified in detail in the attached Appendices. Specifically:

Appendix I stipulates the list of products and goods that must undergo conformity certification and conformity declaration according to corresponding technical regulations, including radio transmitting and receiving equipment or radio transceivers used in mobile networks or fixed radio networks; short-range radio equipment...

Appendix II stipulates the list of products and goods that must be declared in accordance with corresponding technical regulations such as DVB-S/S2 satellite digital television signal decoders, TV receivers with integrated DVB-T2 terrestrial digital television signal reception function (iDTV), radio transmitters and transceivers used in fixed or mobile terrestrial radio communication services...

The list includes groups of electronic and telecommunications equipment that are potentially unsafe when circulating on the market and need to be managed according to national technical regulations. Products and goods in the List of products and goods group 2 that integrate other products and goods in the List of products and goods group 2 must carry out conformity certification and full declaration of conformity to the corresponding technical regulations applicable to that product and goods and the integrated products and goods. Products and goods in the List of products and goods group 2 that are subject to two or more technical regulations must carry out conformity certification and declaration of conformity according to the provisions of those technical regulations. When there are new regulations replacing or amending, organizations and individuals must comply with the provisions of the new regulations.

Circular 29/2025/TT-BKHCN is the basis for managing products and goods that are potentially unsafe in the field of information technology and telecommunications under the management of the Ministry of Science and Technology . Certificates of conformity and notices of acceptance of declaration of conformity that were issued before the Circular takes effect will continue to be used until the expiry date stated on the certificate.

The issuance of Circular 29/2025/TT-BKHCN contributes to perfecting the legal framework for the management of group 2 products and goods in the field of information technology and telecommunications, ensuring technical safety, improving product quality, and at the same time creating a basis for uniform application of national technical regulations in production, import and business activities.
