According to the Regulations, organizations and individuals who are Vietnamese citizens use the VNeID electronic identification account to log in and submit proposals and initiatives online through the functions provided on the Initiative Portal. The system receives applications 24 hours a day, 7 days a week. Proposals and initiatives are submitted in a unified electronic form with supporting information and documents (if any). After successful submission, the system automatically records the time of receipt and sends a notification via email or the proposer's account.

In case of difficulties in submitting documents or needing technical support, organizations and individuals can contact via email contact.sangkien@mst.gov.vn or via Zalo channel published on the Initiative Portal. All forms are issued with the Regulations and publicly posted on the Portal.
The proposed content must be expressed in Vietnamese, clearly, without abbreviations; ensure honesty, accuracy, not violate the law, not infringe on intellectual property rights or personal data of other organizations or individuals and not be submitted repeatedly.
The contents of exchanges, responses and data messages arising during the processing on the Portal have the same legal value as paper documents according to the Law on Electronic Transactions. Data is stored according to the law, for a period of not less than 5 years; processing agencies must keep data within the scope of assigned tasks and must not share it without permission.
Regarding the classification and processing process, the Regulation stipulates: Breakthrough initiatives after being submitted to the Portal will be received by the National Science and Technology Development Fund and submitted to the Minister to establish an evaluation council according to Decision 2266/QD-TTg dated October 14, 2025 of the Prime Minister promulgating the Process of selecting breakthrough initiatives according to the Strategic Action Plan to implement Resolution No. .
Non-breakthrough initiatives will be received, classified and identified by the Fund for processing. Proposals for legal support will be automatically transferred by the system to the unit specified in Article 21. Requests for cooperation and international technology search will be transferred to the Department of International Cooperation. Proposals for financial support will be transferred to the Ministry's S&T task management system. Other proposals will be transferred to the system of relevant units depending on their functions.
Within 5 working days, the application that does not meet the content requirements will be rejected and the reason will be clearly stated. Within 7 working days, the application that is not under the authority of the Ministry will be transferred to the competent authority. The valid application that is under the authority of the Ministry will be transferred to the specialized unit for processing and the results will be updated in a timely manner.

The processing unit is responsible for checking the content, determining the scope of authority and organizing the evaluation of the initiative according to the form. The evaluation results (recognized or not recognized) must be updated on the Initiative Portal and notified to the proposer via email or registered account. The functional management agencies are responsible for monitoring the reception and processing through the statistical, warning and progress monitoring functions integrated into the system.
The unit in charge of processing must publicly disclose all or part of the content of the initiative (except for content that is confidential or needs to be delayed to ensure novelty when registering the invention). The processing time must comply with specialized regulations; if there are no regulations, the processing time must not exceed 30 days from the date of receiving full information. The processing results must be updated on the Portal within 03 working days after completion.
The National Fund for Science and Technology Development periodically reports on the status of receipt and processing before the 25th of each month or upon request of the Ministry. Initiatives that have been assessed as suitable and feasible will be made public for sharing, connecting, and supporting implementation; the system will clearly notify the proposer of the reasons for not receiving or not meeting the conditions for public disclosure.
