A strategic program that puts people at the center
That is also the reason why in June 2022, the Ministry of Science and Technology approved Program KX.03/21-30: "Research and promotion of human values and resources to serve national development", a national social science program expected to create a new ideological foundation and value system for the development process until 2030, with a vision to 2045.
The program is implemented with the overarching goal of comprehensively researching values, global - national - core values, and human resources in Vietnamese social life. From the theoretical research foundation to practical surveys in regions, the program aims to identify, evaluate and propose solutions to promote human values to serve national development.
The remarkable point of KX.03 lies not only in the research objectives, but also in the strategic vision: When the Party and the State continuously affirm the requirement to promote cultural values and the strength of Vietnamese people as a driving force for development, the program becomes a timely step, creating a scientific basis for planning cultural and social policies for many decades to come.

When the Party's resolutions emphasize promoting human values and resources, we need a multi-disciplinary, interdisciplinary, and transdisciplinary approach to truly identify the values that make up Vietnam's strength."

Multidisciplinary approach - the foundation for a deep understanding of Vietnamese values
KX.03 is designed with an open approach, going beyond the framework of a single social science field. Human values and resources are considered in relation to economics, culture, education, politics , religion, media, heritage, community and even the digital environment.
Therefore, the program brings together experts from many universities, research institutes and localities to carry out 19 scientific tasks. Researchers not only discuss the theory of value systems or the concept of human resources, but also go into depth to describe the practices in each region: from the Red River Delta, the Central Highlands, the Central Coast to large urban areas.
In Hanoi, Ho Chi Minh City and many other localities, seminars on regional human values, traditional values and national value systems have taken place, contributing to forming a more comprehensive picture of the elements that make up the identity and ideology of the Vietnamese people. Some research units have conducted extensive surveys, analyzed the outstanding human characteristics of the residential community, identified indigenous knowledge resources, spiritual heritage, professional ethics and unique cultural traditions.
Notably, the program also approaches very modern issues, such as changes in values in cyberspace, the impact of technology on social behavior, or the trend of digitizing traditional cultural values. This is an important direction to ensure the promotion of human values in accordance with the context of national digital transformation.
Not only aiming to supplement academic knowledge, KX.03 sets a clear goal: Proposing viewpoints and strategic solutions to help the State effectively exploit human resources in socio-economic development.
Based on the national value system and core values studied, the program is expected to contribute to the orientation: Building a system of cultural values and Vietnamese people in the new period; Promoting the role of human resources in developing the digital economy and knowledge economy; Enhancing national soft power; Creating a foundation for education, culture, society, and regional development policies; Promoting community participation in building a new system of values and standards.
At conferences to inform about the program, many delegates said that researching and promoting humanistic values not only helps strengthen national identity but also creates a "value compass" for the development strategy until 2045, when Vietnam aims to become a high-income developed country.
Despite the great attention, the implementation of KX.03 is not without challenges. One of the limitations pointed out is that the number of current research tasks is mainly concentrated in the Northern region, while many regions with rich human resources such as the South Central Coast, the Central Highlands, and the Mekong Delta need to be surveyed more extensively.
In addition, coordination between research institutes, universities and localities is sometimes not very close. To maximize the effectiveness of the program, it is necessary to increase regional connectivity, create open research networks and share results more frequently.
Besides, the financial mechanism and management of scientific tasks according to current regulations still require flexibility and initiative from the host agency to ensure research progress, especially for interdisciplinary and inter-regional topics with wide survey scope.
Looking towards the year 2045, when Vietnam strives to become a developed country, the KX.03 Program aims not only to complete research tasks before 2030 but also to create a theoretical and practical foundation for a long-term national development strategy.
The research results on the national value system, core values and human resources will be the basis for the state to perfect policies on culture, society, regional development, education, creative industry, tourism and sustainable development. At the same time, it provides scientific arguments to identify and promote Vietnam's soft power, contributing to national competitiveness in the context of globalization.
Humanistic values are crystallized through history, tradition and national spirit, thereby becoming proof that Vietnam develops not only by economic potential but also by cultural and human resources, in line with the spirit of "taking people as the center" in the Party's development path.
KX.03/21-30 is a large scientific program of long-term significance, setting out the task of researching the values that make up Vietnam's identity and strength. By taking a multidisciplinary approach, conducting extensive surveys and linking research with policy, the program hopes to create a scientific foundation to help the country effectively exploit human resources, build a system of development values, and move towards the future of 2045.
In a changing world, where science and technology are changing rapidly, human power becomes increasingly important. Recognizing and promoting human values is therefore not only a research requirement, but also a strategic task of national development, and the KX.03/21-30 Program is making an important contribution to that journey.
