
According to Decision 3136/QD-BKHCN, building DTI includes main indicators and component indicators according to the characteristics and nature of state management of agencies and units under the Ministry; determining the scale and evaluation method for main indicators and component indicators, thereby determining the DTI value of each agency and unit under the Ministry. At the same time, assessing the annual digital transformation implementation status of agencies and units under the Ministry; helping agencies and units under the Ministry see the strengths that need to be promoted, the weaknesses that need to be overcome and providing information to support agencies and units under the Ministry to implement appropriate solutions to complete the goals set out in the Ministry's Digital Transformation Plan.

Annually, the organization shall determine and announce the DTI assessment results of the agencies and units under the Ministry, in conjunction with the emulation and rewards of the agencies and units. Build and operate a system that allows for the collection, evaluation and ranking according to the corresponding formula; allow online lookup of DTI assessment results of agencies and units.
According to the Decision, DTI applies to all agencies and units under the Ministry of Science and Technology (excluding enterprises). The index includes general information and a system of 6 main indexes, including: Digital awareness; Digital institutions; Digital infrastructure; Digital human resources; Cyber security; Digital transformation activities. Each main index is made up of specific component indexes, with instructions on how to calculate scores and verification criteria.
The total score is based on a 1,000-point scale, in which the "Digital transformation activities" group has the highest weight of 600 points, reflecting the need to promote the implementation of digital transformation tasks in units. Other index groups include: Digital awareness (100 points), Digital institutions (40 points), Digital infrastructure (100 points), Digital human resources (100 points) and Network information security (100 points). The ranking score is determined by the formula: total achieved points divided by the maximum total points.
The Decision also clearly stipulates cases that will not be scored, including: Not providing enough information and data; data that is not true to reality; no verification documents; submitting reports later than the required deadline. The information and data for assessment must be accompanied by verification documents as prescribed in the Appendix attached to the Decision.
To ensure that the assessment is carried out consistently and effectively, the Decision identifies implementation principles, including: closely following the programs, strategies and resolutions of the Party and Government on digital transformation; ensuring feasibility and suitability with the actual conditions of the Ministry; assessing substantially, objectively and consistently in the data cycle; at the same time, enhancing the collection of available data, ensuring that the Index is open and updated in accordance with reality.
The Decision clearly states the responsibilities of the agencies and units under the Ministry in providing information, developing and updating component indicators; reviewing sector and field indicators to ensure consistency with the Ministry's DTI; and self-assessment according to the assigned indicators. The Information Technology Center is responsible for guiding, inspecting and urging the implementation of the Index Set; appraising self-assessment and synthesizing quarterly reports; and at the same time researching and proposing to update assessment criteria according to actual requirements. The Department of Organization and Personnel shall take the lead in coordinating in proposing forms of rewards and integrating digital transformation criteria into the Ministry's administrative reform index set. The Department of Planning and Finance shall take the lead in advising on budget allocation for implementing DTI assessment.
