At the invitation of Prime Minister of the State of Kuwait Sheikh Ahmad Abdullah Al-Ahmad Al Sabah, Prime Minister of the Democratic and People's Republic of Algeria Sifi Ghrieb, President of the Republic of South Africa, G20 Chair 2025 Matamela Cyril Ramaphosa, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking delegation of Vietnam, paid an official visit to Kuwait and Algeria, attended the G20 Summit and held bilateral activities in South Africa from November 16 to 24, 2025.

This is the first visit by the Prime Minister of Vietnam to Kuwait after 16 years, to Algeria after 10 years and to South Africa after 21 years, aiming to strengthen political trust, further deepen friendly relations, promote multifaceted cooperation between Vietnam and Kuwait, Algeria, South Africa in particular and countries in the Middle East and Africa in general; at the same time affirming the increasing role, position, international prestige, and increasingly active and responsible contributions of Vietnam at multilateral conferences and forums, including the G20.

This is the first visit by the Prime Minister of Vietnam to Kuwait after 16 years, to Algeria after 10 years and to South Africa after 21 years, aiming to consolidate political trust, further deepen friendly relations, promote multifaceted cooperation between Vietnam and Kuwait, Algeria, South Africa in particular and countries in the Middle East and Africa in general; at the same time affirming the increasing role, position, international prestige, and increasingly active and responsible contributions of Vietnam at multilateral conferences and forums, including the G20.

The G20 continues to affirm its role as an important multilateral cooperation forum, leading and shaping global governance trends in the context of a world of profound changes, increasing instability and increasingly complex traditional and non-traditional security challenges (such as climate change, natural disasters, and epidemics). The 2025 G20 Summit, with the theme "Solidarity, Equality and Sustainable Development", was held in Johannesburg (South Africa), the country holding the G20 Presidency. This is the fourth consecutive year that a developing country has assumed this role, reflecting the growing voice and position of developing countries in multilateral mechanisms of global governance.

Vietnam’s consecutive invitations to attend the G20 Summit in recent years show that the international community increasingly recognizes our positive contributions at forums of global influence. Vietnam has participated in a number of cooperation initiatives within the G20 framework, contributing to the common efforts to address global challenges.

Vietnam maintains good friendly and cooperative relations with South Africa, Kuwait and Algeria. South Africa is Vietnam's first Partner for Cooperation and Development in Africa. Kuwait was the first country in the Gulf Cooperation Council to establish diplomatic relations with Vietnam (January 10, 1976). Algeria is Vietnam's traditional partner in Africa with the deepest relations and has enthusiastically supported Vietnam in its national reconstruction. Vietnam and the three countries of South Africa, Kuwait and Algeria always actively coordinate and support each other at multilateral forums; maintain effective cooperation in areas such as defense, security, agriculture, biodiversity conservation, etc.; and regularly exchange delegations on many channels and levels.

Prime Minister Pham Minh Chinh’s visit to Kuwait is of great significance, not only for the Vietnam-Kuwait bilateral relationship but also clearly demonstrates Vietnam’s foreign policy towards the region. Vietnam wishes to continue to strengthen the friendship, enhance political trust, expand the market and exploit potential areas of cooperation with Kuwait. Taking place in the context of the two countries preparing to celebrate the 50th anniversary of the establishment of diplomatic relations, the visit contributes to consolidating and promoting bilateral relations, aiming to bring Vietnam-Kuwait cooperation to a new level, making practical contributions to the development of each country.

Over the years, the political and diplomatic relations between Vietnam and Algeria have always maintained a high level of trust. The two countries have closely coordinated in many international forums, playing an active role in the Non-Aligned Movement and the G77. Algeria's recent participation in the ASEAN Cooperation Mechanism has also expanded relations with Southeast Asian countries, including Vietnam. Vietnam's goal of becoming a developing country with modern industry by 2030 and a developed country with high income by 2045, along with Algeria's efforts to become an emerging economy by 2027, creates momentum for the two countries to promote deeper cooperation in the coming time.

With Vietnam’s impressive economic growth rate and South Africa’s position as Africa’s largest economy with strong development potential, the two sides have many complementary advantages. In addition to promoting economic and trade relations, the two countries are expanding cooperation in the fields of green energy, e-commerce, finance-banking and innovation. The two sides are also actively connecting businesses and promoting investment projects, aiming to bring bilateral economic relations to new heights, commensurate with good political relations.

Prime Minister Pham Minh Chinh's official visit to Kuwait and Algeria, his attendance at the G20 Summit and bilateral activities in South Africa demonstrate Vietnam's consistent policy of attaching importance to relations with Middle Eastern and African countries, while promoting cooperation with G20 members and international partners on issues related to the interests of developing countries.

With the aim of enhancing substantive cooperation in economics, trade, investment and promoting areas of strength that suit the needs of each side, the Prime Minister's working trip creates a strong driving force for bilateral relations between Vietnam and Kuwait, Algeria and South Africa; bringing the relations to new heights, for peace, cooperation and development in each region and in the world.
