On November 17, submitted to the National Assembly a draft Resolution on mechanisms and policies to implement Resolutions 71 and 72.

Entering the 5th working week of the 10th Session, on the morning of November 17, the National Assembly listened to the Minister of Finance , authorized by the Prime Minister, present the Report on the draft Law on National Reserves (amended). The Chairman of the National Assembly's Economic and Financial Committee presented the Report on the review of the draft Law.

The Minister of Justice , authorized by the Prime Minister, presented the Submission on the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The Minister of Health , authorized by the Prime Minister, presented the Submission on the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The Chairman of the National Assembly's Committee on Culture and Social Affairs presented the Report on the examination of two draft Resolutions of the National Assembly.

The National Assembly then discussed in groups:

+ Draft Law on National Reserves (amended).

+ Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

+ Draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

In the afternoon, the National Assembly discussed in the hall about:

+ Draft Law amending and supplementing a number of articles of 10 laws related to security and order.

+ Draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization.

The Minister of Public Security explained and clarified a number of issues raised by National Assembly deputies.

Next, the delegates discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Judicial Records. The Minister of Public Security explained and clarified a number of issues raised by the National Assembly delegates.
