What's in the 300,000 billion VND super project that will start construction in December?

On November 17, the Government Standing Committee agreed in principle to study and invest in the project to build the Red River Landscape Avenue Axis as proposed by Hanoi city, aiming to create a "Miracle of the Red River".

The Prime Minister also previously suggested that Hanoi should make efforts to start the project on December 19 to create momentum, force, and spirit to enter a new era.

The Red River landscape avenue axis is one of the five strategic axes specifically shown in the Capital Master Plan. The total investment of the project is about 300,000 billion VND, with a research scale of 11,000 hectares, stretching over 40km along the Red River, passing through 16 communes and wards in the area inside the 4th ring road, affecting 40,000 people.

The project includes a boulevard with a total length of up to 80km, running along both banks of the river, from Hong Ha bridge to Me So bridge.

This avenue will include 67km of modern viaducts, 10km of underpasses with 6 lanes. Along with that is an urban railway (monorail) with a total length of about 84km, with about 82km of viaducts and 2km of underpasses.

In addition, the project also has about 3,300 hectares of land to develop green space, 8 parks and public areas, turning the riverside area into a unique landscape highlight serving services and tourism.

Regarding construction solutions, the consortium of Deo Ca Group, Van Phu Company, MIK Group, and Dai Quang Minh Company said the project will be divided into three component projects.

Specifically, component project 1 focuses on site clearance; component project 2 is the Red River landscape boulevard axis; component project 3 is the construction of two Monorail lines running along both sides of the river, each line is about 40km long.

Mr. Phan Truong Thanh, Head of the Finance - Investment Department (Hanoi Department of Construction), said that the project will make an important contribution to helping the city achieve the four major goals that the General Secretary has set for the city, including solving traffic congestion, reducing environmental pollution, urban beautification, and solving flooding in the inner city.

The construction solution is a viaduct outside the dike combined with a tunnel system (using TBM excavation technology) to ensure seamless road connection without affecting existing historical structures; developing a multi-modal transport network (road, waterway, inner-city railway and Noi Bai and Gia Binh airports...), at different level intersections to ensure safety and convenience.

In particular, develop green spaces to preserve nature, preserve cultural sediments, Red River civilization and existing historical works.

Representatives ofDeo Ca Group said they had conducted a field survey in Chongqing (China) to learn about the infrastructure system along the Yangtze River and Jialing River; referred to typical riverside urban development models in the world, paying special attention to the "miracle of the Han River" in Seoul (Korea), to supplement the research base.

The unit also consulted Korea's planning, investment exploitation management, environmental management, and urban traffic connection to apply to infrastructure projects along the Red River.

The project implementation, according to the Government Standing Committee, must ensure the goals of "civilization, greenness, cleanliness, beauty, safety, modernity, efficiency and international standards", effectively exploiting the ground, water surface, underground space, and overhead space, making the Red River "more gentle, peaceful, and beautiful".

At the same time, serving the needs of socio-economic development at international level, while creating many jobs for people's livelihoods, contributing to improving the spiritual and material life of the people.
