Perfecting institutions, hundreds of tasks completed on time
Reporting on the implementation of national science and technology development, innovation and digital transformation tasks in recent times, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized that the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government continued to record many outstanding results, demonstrating high political determination and the synchronous participation of ministries, branches and localities.
As of November 13, ministries, branches and localities have completed 370/944 tasks assigned in the Government 's Action Program, with an on-time completion rate of 67%. Particularly after the 4th meeting of the Steering Committee (September 24 - November 13, 2025), agencies were assigned 125 new tasks and completed 81 tasks.
Regarding Plan No. 02-KH/BCĐTW, in 2025, 70 tasks were assigned to 56 ministries, branches and localities; to date, 50 tasks have been completed, of which 32 tasks were completed on time. Many ministries and branches achieved a completion rate of over 70%, such as: Ministry of Science and Technology, Ministry of Finance, Ministry of Public Security, Ministry of Education and Training, Ministry of Agriculture and Environment... However, there are still some slow tasks, especially the construction of national databases, shared data and digital transformation strategies of ministries and branches.
Permanent Deputy Minister of Science and Technology Vu Hai Quan said that in just 2 months (September - October 2025), the Prime Minister issued 10 Directives, 19 Official Dispatches, and 24 Conclusion Notices to concretize Resolution 57-NQ/TW, strongly promoting the tasks of science and technology, innovation and digital transformation.
By October 2025, the Government's staff ministries will promptly issue 10 Decrees guiding the fields of science and technology, innovation and digital transformation.
At the 10th Session of the 15th National Assembly, the Government submitted 8 important draft laws such as the Law on Digital Transformation, the Law on High Technology (amended), the Law on Intellectual Property, the Law on E-Commerce, the Law on Artificial Intelligence, etc.
The Ministry of Science and Technology has submitted to the Prime Minister a National Program for developing strategic technology products to be prioritized for immediate implementation in 2025, including 6 strategic technology products: Large Language Model and Vietnamese Virtual Assistant (LLM); AI Camera for processing at the edge (AI Came); Autonomous mobile robots; 5G mobile network systems and equipment; blockchain network infrastructure and application layers for traceability, crypto assets (blockchain) and unmanned aerial vehicles (UAV).
The business sector recorded strong growth. By the end of October 2025, the country had 954 enterprises certified as science and technology enterprises, of which the private sector accounted for 98.5%, showing a strong investment trend of private enterprises in R&D and innovation.
In the digital technology sector, the country has 78,502 digital technology enterprises operating. Revenue in October 2025 reached VND 505,518 billion, an increase of 52.4% over the same period in 2024; cumulative revenue in 10 months reached VND 4,255 trillion. Hardware and electronics export turnover in 10 months reached 146.3 billion USD, equivalent to 90% of the 2025 plan. The number of workers in the digital technology sector reached about 1.9 million people.
On the international level, Vietnam maintains its position of 44/139 countries and economies in terms of innovation, continuing to be one of the 9 middle-income countries with the fastest improvement in rankings since 2013. Vietnam is also one of 2 countries holding the record of having outstanding achievements compared to the level of development for 15 consecutive years.

Breakthrough digital infrastructure, expanding 5G coverage nationwide
Digital infrastructure has grown impressively. Vietnam's mobile internet speed ranked 13th out of 139 countries, reaching 159.57 Mbps, up 2.9 times and 38 places compared to the same period in 2024.
Vietnam's fixed internet speed ranked 11th in the world, reaching 263.88 Mbps, up 1.7 times and 21 places compared to the same period in 2024. The international fiber optic cable system continues to be expanded.
5G network is deployed at an unprecedented speed: By October 2025, the whole country had 16,737 5G stations, equivalent to 14% of 4G stations, covering 39.52% of the population with access to 5G services; it is expected that by the end of 2025, there will be 68,457 5G stations, equivalent to 57.5% of 4G stations, covering about 90% of the population.
The National Data Integration and Sharing Platform (NDXP) recorded more than 1.18 billion data sharing transactions in 10 months of 2025, operated stably, and played the role of a national interconnection axis.
The rate of online records in the entire process out of the total records of administrative procedure settlement in October 2025 is about 39.98%, of which the Ministry block reaches 54.46%, the provincial block reaches 16.94%.
Regarding digital human resource development, the talent attraction policy system has been completed with many new decrees, including Decree 249/2025 on attracting experts. The Ministry of Science and Technology has developed a basic digital skills framework, coordinated with the Ministry of Education and Training and the Ministry of Public Security to implement a digital skills training program for officials from the central to commune levels, and popularized digital skills for all people. Four major universities have established a Steering Committee to implement Resolution 57-NQ/TW, developed an innovation plan for the 2025-2030 period, and promoted the "Three Houses" cooperation model.
According to Permanent Deputy Minister of Science and Technology Vu Hai Quan, in the coming time, the Ministry of Science and Technology will submit to the Prime Minister the National Program for developing priority strategic technology products to be implemented immediately in 2025, to be completed in November 2025; urgently submit to competent authorities to issue: National Digital Transformation Program for the period 2026-2030, Project to support the development of digital technology enterprises to reach out globally, Project to digitally transform small and medium enterprises, Project to invest in capacity for public research and development organizations.
The Ministry also urged network operators to cover 5G nationwide with the goal of covering 90% of the population by 2025; coordinate with ministries and branches to remove difficulties and obstacles related to the Starlink project so that it can be deployed in 2026 (striving to reach 500,000 subscribers)...

The results show that national digital transformation is entering a period of strong acceleration, with technology enterprises at the center, 5G infrastructure as the foundation and innovation institutions as the strategic driving force. Vietnam is not only narrowing the gap with the leading group but is also creating a new position on the global technology map.
To maintain this growth momentum, the requirement is to continue accelerating the progress of building a national database, improving the quality of digital services and ensuring network safety and security. When institutions - infrastructure - human resources move in unison, the goal of creating a digital economy accounting for 30% of GDP by 2030 is completely feasible. This is the time when Vietnam needs to make the most of "policy openness" and "technological resilience" to enter a decade of stronger digital growth than ever before.
