On the afternoon of November 15, Prime Minister Pham Minh Chinh met with 60 outstanding teachers on the occasion of Vietnamese Teachers' Day, November 20.
On this occasion, the Prime Minister expressed his deepest gratitude to all generations of teachers across the country, who have always devoted themselves day and night to the glorious and noble cause of "growing people" of the nation.
Teachers are the key force of the education sector.
At the meeting, Prime Minister Pham Minh Chinh emphasized: "Without teachers, there is no education. Without education, without officials, there is no talk of economic culture", "An ignorant nation is a weak nation".
According to the Prime Minister, to achieve the country's two 100-year strategic goals, the Politburo has issued Resolutions No. 57, 59, 66, 68, 70, 71, 72 on policies to create development breakthroughs in key areas (including science and technology, innovation, national digital transformation; international integration; law making and enforcement; private economy; ensuring national energy security; people's health care and education and training) and is preparing to issue resolutions on the state economy, foreign direct investment and culture.
The Prime Minister made it clear that more than ever, we need to focus on prioritizing all resources, creating all mechanisms and policies to make a breakthrough in developing education and training, which is truly the most important foundation for national development.
In that spirit, the Politburo, the National Assembly and the Government have issued many policies, mechanisms, solutions to create breakthroughs in education development and training of high-quality human resources and focused on directing their implementation.
Notably, the Politburo issued Resolution No. 71 dated August 22, 2025 on breakthroughs in education and training development. The Resolution added special and outstanding preferential policies for the teaching staff (increasing vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas).
The Government issued Resolution No. 281 dated September 15, 2025 on the Government's Action Program to implement Resolution 71 of the Politburo.
At the same time, we are building and completing to submit a draft Resolution of the National Assembly on a number of specific mechanisms and policies for education and training development, as well as the National Target Program to improve the quality of education and training.

Focus on building policies and treatment regimes for teachers
To continue to resolutely and comprehensively innovate education and training, the Prime Minister requested ministries and branches to continue to pay more attention and care for the education and training cause and focus on directing the following contents:
Firstly, thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on education and training.
Second, continue to review, amend and promptly supplement institutions, mechanisms and policies to improve the effectiveness and efficiency of state management of education.
Promptly issue detailed regulations and implementation instructions (decrees and circulars) for three draft laws being submitted to the National Assembly for approval, including: Law amending a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended).
Effectively implement the Law on Teachers; comprehensively summarize, evaluate, adjust and perfect general education programs and textbooks.
Third, focus on improving the quality of education and training at all levels, especially university training in a practical and in-depth manner; create a favorable environment to attract investment resources for education and training development, ensure fairness and equality between the public and private sectors; promote public-private cooperation.
Fourth, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, university and pedagogical college education; effectively implement the policy of tuition exemption and support for preschool children and general education students.
Building schools and classrooms to meet the learning needs associated with urbanization and population migration trends. Noting the completion of the construction of 100 schools for handover and use in August 2026; at the same time, studying to continue building 148 schools to achieve the target of 248 schools according to Conclusion No. 81 of the Politburo.
Fifth, especially for the teaching staff, focus on building, reviewing, amending and supplementing appropriate policies and remuneration regimes in accordance with the spirit of Resolution 71.

The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with the Ministry of Home Affairs and relevant agencies to research, develop and promulgate policies to ensure that teachers receive salaries commensurate with their efforts, especially preschool teachers, those working in remote, isolated and disadvantaged areas, teachers teaching arduous and hazardous professions...
Focus on recruiting and restructuring the teaching staff according to the assigned staff, promptly overcome the local surplus and shortage of teachers in the spirit of: "Where there are students, there are teachers" in a reasonable manner.
In addition, it is necessary to strengthen the prevention of school violence, protect teachers and students, and strengthen the prevention of crimes and social evils in the educational environment, especially drug abuse.
Resolutely rectify negativity in education; maintain a respectful environment between teachers and students; effectively implement the motto "teachers are teachers, students are students" in terms of ethics, personality, and knowledge.
