On the morning of November 15, concluding the 5th meeting of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06 (Steering Committee), Prime Minister Pham Minh Chinh requested to promote the development of science, technology, innovation, digital transformation quickly and strongly but must be sustainable, develop extensively, ensure security and safety; actively transform the state from passively receiving administrative procedures to proactively creating and serving people and businesses.

At the meeting, the Steering Committee discussed and evaluated the results of implementing tasks of science, technology development, innovation and national digital transformation; results of implementing Project 06; results of administrative reform implementation in the past time and key tasks until the end of 2025.
In particular, delegates discussed and clearly identified key tasks and solutions to accelerate and make breakthroughs in the coming time; remove bottlenecks in organization and implementation; propose breakthrough solutions to promote the development of science, technology, innovation, digital transformation; solutions to accelerate the reduction of administrative procedures; build, connect and apply data; resolve difficulties and problems in implementing 2-level local government...
Delegates said that in recent times, leadership, direction and management work has been deployed resolutely and comprehensively, demonstrating high determination, great efforts and timely actions from the Central to the grassroots levels in the spirit of "unity - smoothness - synchronization - comprehensiveness - effectiveness."
In particular, the Government and the Prime Minister have directed promptly, closely and continuously; issued 12 directives, 22 telegrams and 28 concluding notices to specify the content of Resolution No. 57-NQ/TW. Ministries, branches and localities have seriously organized and implemented tasks, with clear changes, with the completion of 370/944 tasks, 176/943 tasks being implemented within the deadline, the on-time completion rate reaching 67%.
Institutions, mechanisms and policies on science and technology development, innovation, digital transformation and Project 06 and Project 06 are promoted.
Since the beginning of the year, the Government has submitted to the National Assembly for approval 19 draft laws and 10 resolutions related to science and technology development, innovation, digital transformation, and 04 laws on apparatus organization and civil servants.
Science and technology, innovation and digital transformation continue to be strongly implemented, achieving many important results, making practical contributions to socio-economic development.

The Prime Minister has approved 11 strategic technology groups and 35 strategic technology product groups, including 6 strategic technology products to be deployed in 2025. Vietnam maintains its position at 44/139 countries in the global innovation index in 2025.
Vietnam is in the world's Top 13 in terms of Internet speed; the population coverage rate of 5G has reached 39.5%; the land-based fiber optic cable system connecting Vietnam to Singapore, 3,900km long, has been completed; many AI Data Center projects are being implemented and a Super Data Center project is being researched and built in Ho Chi Minh City.
The digital technology industry continues to affirm its pivotal role, with digital technology industry (ICT) revenue in the first 10 months of 2025 reaching more than 4 million billion VND, up 52.4% over the same period; digital product exports reaching 142 billion USD, up 27%.
Digital government is promoted, Project 06 brings practical efficiency to people and businesses, strengthens social management and serves socio-economic development.
Effectively deploying and operating two-level local government; online public services are increasingly improved, shifting from passive to proactive service for people and businesses based on data.
Digital society and digital citizens are of interest, with many utilities serving socio-economic development being effectively and widely deployed, with more than 132.4 million bank records and 1.4 million customer records authenticated by chip-embedded citizen identification cards, 66.7% of hospitals nationwide, 74% of provincial public hospitals deploying electronic medical records; deploying processes and procedures for exchanging chip-embedded Party membership cards for 5.2 million Party members; providing 50 utilities on VNeID with 1.5 million visits/day; organizing to collect public opinions on the draft documents of the 14th National Party Congress on VNeID with 5.4 million opinions; the "Digital Popular Education" platform has trained 203,000 students, reducing training costs by 80%.
Administrative reforms have been implemented vigorously and achieved many clear results, especially streamlining the organizational apparatus, rearranging administrative units, reforming civil servants and administrative procedures.
Since the beginning of 2025, 741 administrative procedures have been decentralized from the central government to localities; 1,007 administrative procedures have been reduced and simplified, and 222 business conditions have been reduced.
The Prime Minister has approved a plan to cut and simplify procedures related to production and business activities of ministries and branches, accordingly cutting and simplifying 3,071 administrative procedures and 2,269 business conditions.
Training and attracting high-quality human resources have been strongly implemented. In particular, the selection of general engineers has been organized, human resources for digital transformation have been supported; many major universities have included innovation and AI content in their training programs; nearly 50 international cooperation agreements have been signed in the fields of science and technology, innovation and digital transformation.
Concluding the conference, on behalf of the Government, the Prime Minister acknowledged and commended the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of the members of the Steering Committee; the consensus, support and active participation of people and businesses, the effective implementation of the Resolution of the Politburo and the direction of General Secretary To Lam, making important contributions to the development of science and technology, innovation, digital transformation and Project 06, contributing to the overall results of the country's socio-economic development.

Pointing out a number of limitations and shortcomings in science and technology, innovation, digital transformation and Project 06, the Prime Minister said that many tasks in the Programs, Plans and Projects are still slow in progress in building and completing national databases, key sectors are still uneven; digital infrastructure development is not commensurate with the potential and economic growth rate; the allocation and disbursement of funds, although there has been progress, is not yet synchronous between levels and sectors; human resources at the grassroots level are still lacking and weak; high-quality human resources, especially in the fields of artificial intelligence, big data, and cyber security, are still in great shortage; coordination between ministries, sectors and localities in implementing the common tasks of the Steering Committee is still limited. In some places, data sharing and system connection are still localized...
Stating the causes and lessons learned, the Prime Minister requested to promote the development of science and technology, innovation, digital transformation and Project 06 with the motto: Resolute in action; results are the measure; synchronous in implementation; developing Data into an asset; information security is paramount; people and businesses are the center and subject.
Quickly build and deploy measurement tools and evaluate results
Pointing out that people are the center and subject; science, technology, innovation, digital transformation are the foundation; efficiency is the driving force and measure; if officials refuse to do it, they must be replaced, the Prime Minister emphasized the goal of completing overdue tasks and tasks that must be completed in 2025 by the end of 2025, especially in the deployment of databases; implementing the settlement of administrative procedures in the digital environment, reaching 80% in 2025; allocating sufficient financial and human resources for the development of science and technology, innovation, digital transformation and Project 06.
The Prime Minister requested ministries, branches, localities, agencies, units and enterprises to effectively implement Resolution 57 of the Politburo, Plan 02 of the Central Steering Committee, Resolutions of the National Assembly, the Government, and directions of the Prime Minister, with the requirements of developing science, technology, innovation, digital transformation quickly and strongly but sustainably, developing extensively but ensuring security and safety; actively transforming the state from passively receiving administrative procedures to proactively creating and serving the people and businesses.
On that basis, the Prime Minister pointed out 6 general tasks that need to be carried out in the coming time. In particular, focusing on completing the database of one's own ministry, branch, and locality, must be completed by 2025, with the spirit of "Correct - sufficient - clean - living - unified - shared."
Perfecting the institutions for developing science, technology, innovation, and digital transformation in an open, constructive, and developmental direction. Perfecting the digital infrastructure to be transparent, modern, and shared, especially at the grassroots level, in communes, wards, and special economic zones.
Allocate enough human resources for digital transformation, especially at commune, ward and special economic zones. Promote the movement of "Digital Education for All"; promote the role of the Community Digital Technology Team, go to every alley, knock on every door, check every person to promote digital transformation for the whole population.
Ensure information security, safety, data confidentiality, especially personal data anytime, anywhere, for everyone. Deploy tools to measure, monitor, and evaluate the implementation results of science and technology, innovation, and digital transformation tasks (KPIs) of ministries, branches, and localities in real time.
The Prime Minister requested to be resolute in directing and operating, taking responsibility to the end, as a leader; step up reviewing, building, and perfecting institutions, mechanisms and policies; urgently build and promulgate digital transformation strategies and data strategies, including piloting the assessment and ranking of database quality in 2025 and officially implementing from 2026.
Noting the need to step up the reduction and simplification of administrative procedures, the Prime Minister directed ministries and branches to urgently review, amend and unify the process of restructuring online public services to reduce the number of documents, avoiding causing inconvenience to people when the data is complete, to be completed in November 2025.
Conduct a general review of the current status of online public service provision and the current status of database construction and management according to the guidance of the Ministry of Public Security; review the level of compliance with data laws, regulations on mandatory data connection and sharing in the political system, the National Data Architecture Framework, the Data Governance and Management Framework and the Shared Data Dictionary, to be completed by December 2025.
Regarding the tasks of science and technology development, innovation, and digital transformation, the Prime Minister assigned the Ministry of Science and Technology to submit to the Prime Minister the National Program for developing priority strategic technology products to be implemented immediately in 2025 and completed in November 2025;
Preside over and coordinate with ministries and agencies to review and develop a set of indicators to monitor and supervise the implementation of assigned goals, targets and tasks on science and technology development, innovation, digital transformation and Project 06, to be completed by November 2025.
Along with that, the Ministry of Science and Technology urgently submitted to competent authorities to issue the Project to support the development of digital technology enterprises to reach out globally, the Project to invest in capacity for public research and development organizations;
Urge network operators to cover 5G nationwide, reaching 90% by 2025; Coordinate with ministries and branches to remove difficulties and obstacles related to the Starlink project so that it can be deployed in 2026.

The Ministry of Public Security researches and builds utilities to support the election of National Assembly deputies and People's Council deputies at all levels on VNeID; Speeds up the progress, puts into operation and uses National Data Center No. 01, expands the scale and computing infrastructure of the Center, researches and proposes to build National Data Center No. 02.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to research and adjust guiding documents on economic and technical norms for digitalization to ensure compliance in the current period, to be completed in December 2025.
The Ministry of Construction urgently established a working group to support 6 centrally-run cities in implementing the Smart City Project, to be completed in December 2025 and implemented in 2026; Coordinate with a number of localities to build and deploy the "Smart Border Gate" model, ensuring connectivity, data sharing, centralized management, fast, transparent, safe and convenient processing for people, vehicles and goods crossing the border, to prevent smuggling and trade fraud, to be completed in December 2025.
The Ministry of Education and Training shall preside over the development of lifelong learning records, integrated with the database for managing diplomas and certificates; guide ministries, branches and localities to digitize completed diplomas and certificates and organize implementation in December 2025, digitize 100% of diploma and certificate data in 2026.
The Ministry of Health shall develop and submit to competent authorities for approval a Plan to deploy electronic health records and electronic medical records nationwide, clearly defining: goals, components, roadmap, and targets on the rate of people with electronic health records, the rate of connected medical examination and treatment facilities, and the rate of interconnected data, to be completed by 2025.
The State Bank of Vietnam and joint stock commercial banks are determined to effectively and focusedly implement the VND500 trillion credit program to support and promote the development of strategic infrastructure and digital technology.
The Head of the Government pointed out that ministries, branches and localities must review and urgently implement measures, commit to a roadmap for implementing assigned tasks in the Plans, Regulations, and Conclusion Notices of the Central Steering Committee and the Government Steering Committee, and report to the Government Steering Committee to complete in November 2025.
Directing the work of ensuring funding from the state budget and investing in science and technology development, innovation, and digital transformation, Prime Minister Pham Minh Chinh believes that with new momentum, new motivation, new vision, new thinking, and determination to direct the assigned tasks resolutely and effectively, science and technology, innovation, and digital transformation will truly be the breakthrough and key driving force for rapid and sustainable national development./.
