Make all-out preparations to successfully organize the 2026 election

National Assembly Chairman Tran Thanh Man emphasized the need for the entire political system to concentrate highly and prepare fully to ensure the 2026 election takes place democratically, legally, safely and effectively.

On the morning of November 15, at Dien Hong Hall, the National Assembly House, the National Election Council held a national conference to disseminate the Politburo 's Directive on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The conference was organized in a combination of in-person and online formats to provincial and commune-level bridges in 34 provinces and cities across the country.

Attending the conference were Politburo members: President Luong Cuong; Standing member of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Minister of National Defense Phan Van Giang; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

On the side of the National Election Council, there were Politburo members: Permanent Vice Chairman of the National Assembly, Permanent Vice Chairman of the National Election Council Do Van Chien; Secretary of the Party Central Committee, Chairwoman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the National Election Council Bui Thi Minh Hoai; Permanent Deputy Prime Minister, Vice Chairman of the National Election Council Nguyen Hoa Binh; Member of the Party Central Committee, Vice President, Vice Chairman of the National Election Council Vo Thi Anh Xuan.

The Central Party Secretaries, Vice Presidents of the National Assembly, Deputy Prime Ministers, members of the National Assembly Standing Committee, members of the Central Party Committee, members of the National Election Council, leaders of central departments, ministries, branches, and organizations, full-time National Assembly deputies, and leaders of 34 provinces and cities... attended the Conference.

In his opening speech, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man stated that in exactly four months, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will take place.

This is a major political event of the country, taking place at a time of special significance.

Our entire Party, people and army are striving to compete to achieve results in welcoming the 14th National Party Congress; the revolution of streamlining the organization of the political system, operating the two-level local government model, rearranging administrative boundaries, etc. opens up new development space, new driving force, which are fundamental conditions to maintain stability and development, to govern a modern nation, promote rapid and sustainable growth, and better ensure the material and spiritual life of the people.

The National Assembly also aims to celebrate the 80th anniversary of the first general election to elect the Vietnamese National Assembly.

The Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, Party committees at all levels, authorities, the Fatherland Front, and mass organizations identified this as one of the key tasks of 2026.

Up to now, the agencies according to their functions and tasks and the localities have issued documents to lead, direct, guide and organize the implementation of the election work in accordance with the regulations and schedule.

At today's Conference, the National Election Council has basically prepared all relevant documents.

National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man said that compared to previous terms, this election has many important new points such as shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, and setting the election date on March 15, 2026, two months earlier than previous elections.

Shorten the time in the steps of the election process: the time from the end of submitting candidacy dossiers to election day is reduced from 70 days to 42 days; the timelines for consultation, announcement of candidate lists, and handling of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality.

Adjust the authority to determine voting areas and organize elections according to the two-tier local government model.

Diversify election campaign methods, in addition to direct voter contact, allowing online organization or combining direct and online activities with conditions ensuring technical safety, information security and network security.

In particular, there is a mechanism that allows the National Election Council to proactively adjust the time and guide election organizations when practical situations arise, ensuring the progress and effectiveness of election organization.

The program and documents of the Conference have been sent to the delegates in advance. The Conference will hear the contents under the responsibility of the Government, the National Assembly Standing Committee, the Vietnam Fatherland Front Central Committee, the Party Central Committee's Organizing Committee and especially General Secretary To Lam will give an important speech at the Conference today.

National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man asked the delegates to focus on studying the documents and discuss unclear issues and practical issues at the local level; at the same time, relevant agencies should listen and respond to the issues raised by the delegates.

Along with that is the determination, closeness, proactiveness, creativity, flexibility, closeness to the practical situation and geographical conditions of each locality; the division of work, close and effective coordination between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity and continuity from the Central to the grassroots level.

“In particular, to properly implement the requirements in Directive No. 46 of the Politburo, the entire political system must unite, strengthen coordination, and focus on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically, equally, legally, safely and economically.

If this can be done, this election will definitely be a broad democratic activity among all classes of people, selecting and electing excellent representatives, representing the people of the whole country in the National Assembly and People's Councils at all levels," the Chairman of the National Assembly and Chairman of the National Election Council noted.

Immediately after the opening speech of National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man, the Conference listened to the Standing Deputy Head of the Central Organizing Committee Hoang Dang Quang present the Politburo's Directive on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and the Central Organizing Committee's guidance on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
