Strengthening the role of the grassroots political system in implementing the goal of sustainable poverty reduction

In sustainable poverty reduction, the grassroots political system is always identified as an important "bridge" between the Party's policies, the State's policies and the people.

With the motto of “going to every alley, knocking on every door, checking every target”, grassroots organizations play a direct role in propagating, mobilizing, reviewing, identifying poor and near-poor households and organizing the implementation of support programs. Nationwide, many localities have effectively promoted this role, contributing to creating positive changes in multidimensional poverty reduction in the 2021-2025 period.

In recent times, Party committees and authorities at all levels have issued many resolutions and plans on poverty reduction suitable for each locality and each population group. The remote and mountainous communes of Ha Giang , Cao Bang, and Son La have agreed to assign each Party member to be in charge of difficult villages and hamlets, regularly going to the grassroots to grasp the situation and encourage households to boldly change their production practices. Each Party member becomes an "information fulcrum", a bridge between the people and the government.

The Vietnam Fatherland Front and socio-political organizations continue to play an important role in community mobilization. Many small-scale, practical livelihood support models have been implemented: "Women's savings groups", "Youth Union helping each other start a business", "Farmers' association linking agricultural product consumption", "Veterans join hands to reduce poverty", etc. These activities not only provide resources but also arouse the spirit of solidarity and sharing in the community.

In many provinces in the Central and Central Highlands, local authorities have innovated their communication methods through direct dialogue with people, organizing great solidarity festivals, and community activities incorporating poverty reduction communication. Answering questions and making the list of supported people transparent helps increase people's trust and reduce feelings of inferiority and fear when approaching policies.

Meanwhile, coastal communes have built a model of “Fishermen’s Support Board to Escape Poverty”, where officials and people discuss solutions to restore livelihoods after natural disasters, support loans for shipbuilding, and provide guidance on offshore fishing techniques. These models help fishermen reduce risks and create more stable jobs.

A notable highlight is the promotion of community supervision, in which people are involved in monitoring the implementation of poverty reduction projects in the locality. Through the Community Investment Supervision Board, projects such as rural roads, cultural houses, and community activity sites are implemented openly, transparently, ensuring quality and progress, bringing real benefits to the people.

In addition, many localities have implemented a mechanism to assign young cadres to the grassroots, especially in particularly difficult communes. This force not only contributes to strengthening the grassroots apparatus but also brings new ways of working, new thinking, helping people have better access to science and technology, market information and economic development opportunities.

Practice shows that when the grassroots political system operates effectively, close to the people, poverty reduction policies will be implemented to the right people, according to their needs. This is the decisive factor for localities to successfully implement the goal of sustainable poverty reduction, creating strong changes in people's lives, especially in disadvantaged areas.
