Speaking at the working session, Mr. Pham Quang Huy assessed that GTA is a useful tool, helping policy-making agencies to promptly monitor trade and industrial policy movements from partners. The representative of the Delegation said that in the context of the current rapidly changing global economy , access to high-quality, reliable data sources and in-depth analysis plays an important role for Vietnam to improve its early warning capacity and proactively respond to trade risks, especially in the field of PVTM. Mr. Huy also said that the Delegation has cooperated very closely with the St Gallen Foundation in recent times in activities to enhance policy analysis capacity and expects the Foundation to continue to coordinate more deeply with domestic agencies in using data, building analytical capacity and supporting early warning.

Mr. Andrey Eydlin gave an overview of the Fund as well as the initiatives developed by the Fund, including GTA and other in-depth analytical data tools such as Trade Defense Monitor, Import Dynamics. GTA is an independent platform that synthesizes trade and industry policies of more than 60 countries on trade in goods, services, FDI, and labor based on official information sources, monitors more than 60 types of policy instruments (such as taxes, tariffs, bans, quotas, tariff quotas, subsidies, public procurement, localization measures, PVTM...), and provides reports in the following areas: policies, affected industries and products, affected trading partners...). In the field of trade remedies, Mr. Andrey said that GTA is capable of providing real-time information on trade remedies of G20 countries, warning relevant agencies by investigating country, country of origin, product and sued enterprise - a very useful source of information for Vietnam to early identify risks to exports. GTA also provides input information to assess the case through data from trade remedies investigations in other markets related to the same company, reviewing subsidy programs for analysis, monitoring recent trade trends of products to analyze damages....).
Mr. Chu Thang Trung - Deputy Director of the Trade Remedies Authority highly appreciated the useful information provided by the St Gallen Fund and said that the Trade Remedies Authority is currently exploiting data on the GTA website. Mr. Trung also raised some comments and questions related to the operation of the GTA and the Fund's support plan for relevant agencies in Vietnam. Mr. Andrey said that the Fund is ready to support the provision of access rights and organize training and instructions on the use of tools to monitor measures affecting Vietnam's exports; organize workshops on reviewing trade policies, industrial policies, digital trade...; provide specialized analysis reports upon request, such as analysis of opportunities and challenges for Vietnam's exports....
