On the morning of November 15, Prime Minister Pham Minh Chinh , Head of the Government's Steering Committee on Science and Technology Development, Innovation and Digital Transformation and Project 06, chaired the 5th meeting of the Steering Committee.
At the meeting, Permanent Deputy Minister of Science and Technology Vu Hai Quan reported on the implementation of tasks of national science and technology development, innovation and digital transformation in recent times.
Speed up the completion of assigned tasks
According to the report of the Ministry of Science and Technology, the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government continued to record many outstanding results, demonstrating high political determination and synchronous participation of ministries, branches and localities.
As of November 13, ministries, branches and localities have completed 370/944 assigned tasks in the Government's Action Program, with the on-time completion rate reaching 67%.
Particularly after the 4th Meeting of the Steering Committee (September 24 - November 13, 2025), the agencies were assigned 125 new tasks and completed 81 tasks.

Regarding Plan No. 02-KH/BCĐTW, in 2025, 70 tasks were assigned to 56 ministries, branches and localities; to date, 50 tasks have been completed, of which 32 tasks were completed on time. Many ministries and branches achieved a completion rate of over 70%, such as: Ministry of Science and Technology, Ministry of Finance, Ministry of Public Security, Ministry of Education and Training, Ministry of Agriculture and Environment, etc.
However, there are still some slow tasks, especially the construction of national databases, shared data and digital transformation strategies of ministries and branches.
In just 2 months (September - October 2025), the Prime Minister issued 10 Directives, 19 Official Dispatches, and 24 Concluding Notices to concretize Resolution 57-NQ/TW, strongly promoting the tasks of science and technology, innovation and digital transformation. In October 2025, the Government's staff ministries promptly issued 10 Decrees guiding the fields.
At the 10th Session of the 15th National Assembly, the Government submitted 8 important draft laws such as the Law on Digital Transformation, the Law on High Technology (amended), the Law on Intellectual Property, the Law on E-Commerce, the Law on Artificial Intelligence, etc.
The Ministry of Science and Technology has submitted to the Prime Minister a National Program for developing strategic technology products to be prioritized for immediate implementation in 2025, including 6 strategic technology products: Large Language Model and Vietnamese Virtual Assistant (LLM); AI Camera for processing at the edge (AI Came); Autonomous mobile robots; 5G mobile network systems and equipment; blockchain network infrastructure and application layers for traceability, crypto assets (blockchain) and unmanned aerial vehicles (UAV).
By the end of October 2025, the whole country had 954 enterprises certified as science and technology enterprises, of which the private sector accounted for 98.5%, showing a strong investment trend of private enterprises in R&D and innovation.
Digital technology businesses are booming, 5G infrastructure is accelerating and spreading widely
In the digital technology sector, the country has 78,500 digital technology enterprises operating. Revenue in October 2025 reached VND 505,518 billion, an increase of 52.4% over the same period in 2024; cumulative revenue in 10 months reached VND 4,255 trillion. Hardware and electronics export turnover in 10 months reached 146.3 billion USD, equivalent to 90% of the 2025 plan. The number of workers in the digital technology sector reached about 1.9 million people.
Digital infrastructure is growing rapidly. Vietnam's mobile internet speed continues to be among the top 20 countries in the world, ranking 13/139 countries, with a download speed of 159.57 Mbps, up 2.9 times and 38 places compared to the same period in 2024.
Vietnam's fixed internet speed ranked 11th in the world, reaching 263.88 Mbps, up 1.7 times and 21 places compared to the same period in 2024. The international fiber optic cable system continues to be expanded.
5G network continues to be deployed nationwide. By October 2025, the country had 16,737 5G stations, equivalent to 14% of 4G stations, covering 39.52% of the population with access to 5G services; it is expected that by the end of 2025, there will be 68,457 5G stations, equivalent to 57.5% of 4G stations, covering about 90% of the population.

The National Data Integration and Sharing Platform (NDXP) recorded more than 1.18 billion data sharing transactions in 10 months of 2025, operated stably, and played the role of a national interconnection axis.
The rate of online records in the entire process out of the total records of administrative procedure settlement in October 2025 is about 39.98%, of which the ministerial block reaches 54.46%, the provincial block reaches 16.94%.
In the coming time, the Ministry of Science and Technology will submit to the Prime Minister the National Digital Transformation Program for the 2026-2030 period, the Project to support the development of digital technology enterprises to reach out globally, the Project to digitally transform small and medium enterprises, the Project to invest in capacity for public research and development organizations...
